Description
The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with Claritas, Inc., Arlington, VA for the use of site licenses, technical support, and training for Claritas, Inc. software and databases. The site licenses which include over 100 discrete databases are required to perform complex analyses by geography (e.g., zip code), by mode of transportation, by ethnicity or culture, by age, by income levels, occupation, household wealth; by alcohol consumption, type of vehicle, by television viewing habits (Nielsen ratings), radio listening preferences (Arbitron ratings), store preferences, travel and commute times for various transportation modes, product purchase preferences, and PRIZM/NE lifestyle cluster database. In addition, the licenses include proprietary mapping software which allows NHTSA to translate data to maps which range in detail from zip code level to the entire country. The NHTSA, in fulfilling its functional responsibilities, conducts and directs research and develop programs necessary to support ongoing efforts to advance the state-of-the-art in highway and motor vehicle safety. An important aspect of the research and program development requires use of proprietary socio-geodemographic databases to determine the particular characteristics of people who are at risk. Knowing the characteristics, enable NHTSA to better design, develop and tailor programs concerning impaired driving, occupant protection, speed, motorcycles, and pedestrians. Over the course of approximately fifteen (15) years, the scientists at NHTSA have used specific proprietary software and databases developed by Claritas, Inc. to gain better understanding of traffic safety issues and the appropriate target groups. The anticipated period of performance is for a base period of twelve (12) months with four one year option periods. A fixed price contract is anticipated. This notice is not a request for competitive proposals, nor is a Request for Proposal (RFP) currently available. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability and lack of conflict of interest, NHTSA intends to request a proposal from Claritas, Inc., on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 calendar days from the date of publication of this notice. Oral expressions of interest will not be considered.
