- RFP 618-225-06 DOMESTIC HOT WATER REPLACEMENT PROJECT Issued: 6/16/2006 Proposals Due 7/17/2006 Site Visit: 6/27/2006 Z (Maintenance, Repair, or Alteration of Real Property) The Contractor shall provide all labor, materials and equipment to replace three (3) domestic water heaters at the VA Medical Center, Minneapolis, MN as follows: BASE BID: Replace three domestic water heaters, located in pump room ?BJ101-70,? at the VAMC in Minneapolis, MN with a minimum of two hot water heaters to meet the described conditions. Work to include the removal of three existing instantaneous water heaters including all piping, insulation, instrumentation and controls (as necessary); and the installation of new semi-instantaneous water heaters including all piping, insulation, instrumentation, and split-range pneumatic actuated steam control valves (two per heater). Provide piping ?stub-out? for installation of a ?future? semi-instantaneous water heater. Work to be accomplished in accordance with attached specifications and drawings. The temperature controls to be tuned and calibrated to achieve the precision of hot water temperature control specified. The BJ101-70 domestic hot water system, capacity requirements are as follows: The normal minimum load conditions are a flow rate of 105 GPM, inlet temperature of 110 Deg F, supply temperature of 140 Deg F (re-circulated hot water only). The normal maximum load conditions are flow rate of 315 GPM, inlet temperature of 73 Deg F, supply temperature of 140 Deg F (re-circulated plus demand hot water). The nominal capacity is a flow rate if 254 GPM, inlet temperature of 45 Deg F, supply temperature of 140 Deg F. The system shall maintain the Domestic Hot Water supply temperature at set-point under conditions of NO hot water demand. The system shall maintain the Domestic Hot Water supply temperature under widely varying make-up water temperature (due to the system being connected to a steam condensate heat recovery system), Ref Spec. # 15424-3. The BJ101-70 domestic hot water system shall have a minimum of two equally sized and independently controlled water heaters for redundancy. ADD ALTERNATE 1: Replace two steam control valves associated with two existing semi-instantaneous water heaters located in Machine Room ?BD101- 70?, at the VAMC in Minneapolis, MN. Work to include the removal of two existing pneumatic actuated steam control valves and the installation of four split-range, pneumatic actuated steam control valves, interfaced with the existing semi-instantaneous water-heater temperature controls. These tasks shall be accomplished per contract specification number 06-106 and drawings at VA Medical Center, Minneapolis, MN 55417. Special Notice: This medical facility does not stop services. The Contractor is required to coordinate his work to minimize shutdowns and to comply with VA schedule requirements. Liquidated damages may be assessed at $100.00 per day for each hour the equipment is not available beyond the scheduled down time. The contractor shall notify the VA Project Manager, in writing, of scheduled shutdowns. A site visit for prospective contractors will be held on Tuesday, June 27, 2006 at 10:00 a.m. local time; meet in Facilities Engineering Service, Basement, Bldg 70, Room BR-138. Project and all testing to be completed within 45 days of Notice to Proceed. NIACS is 236220 at $13 million dollars. The magnitude of the project is estimated between $100,000 and $250,000. This is 100% set-aside for small business. Specification, Drawing, and Bid documents available at the site visit on June 27, 2006.
