Destination: Tinker Air Force Base, OK 73145-3020 PR Number: FD20300624658 Item 0001, NSN: 1660-01-486-9710FG P/N 10-2140 Heater Package. ACFT Application: B52H. An Indefinite Delivery, Indefinite Quantity (IDIQ) contract (One basic period of 3 years and two 1-year option periods) is contemplated for this requirement. The estimated quantities are as follows: Basic Period (3 yr): Best Estimated Quantity (BEQ) =110 each. (FY 06=26, FY 07=39, FY 08=45), Options Years I-II (FY 09=45, FY 10=46). The approximate issue date for the RFP is 26 May 2006 and response date is 27 Jun 2006. The anticipated award date of this contract will be 24 Jul 2006. Electronic procedures will be used for this solicitation through FedBizOpps at http://www.eps.gov/. Contractors shall refer to the actual solicitation for the exact closing date. EXPORT CONTROL. The drawings, which will be furnished under this RFP will be located on FedTeds. This acquisition involves data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-352-3572) for further information on the certification process. You may also visit their website at www.dlis.dla.mil/jcp. This is a complex assembly requiring special manufacturing capabilities. Source approval is necessary in order to ensure the quality of the part. Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. Contractors must be registered in ORCA prior to award. Contractors may access ORCA at http://www.orca.bpn.gov. Note: Qualification procedures are required. While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
