Description
The U.S. Army Corps of Engineers, Portland District, intends to award a Purchase Order Contract to a qualified SMALL BUSINESS firm for the following: General Over the years, Russian Olive and Tree of Heaven trees have encroached on roads, open gra ssy habitat, fences, and lake/river shorelines. Some of these trees need to be removed by mechanical means (chainsaw, tractor, etc.) with a minimum of landscape damage. Work shall begin and end in mid to late August or within the first week of September, 2006. Calculation of Work Unit A Russian Olive and Tree of Heaven trees, along with some smaller Locust trees, are considered a single tree if the tree or limb originates within one (1) foot of the ground level and is one (1) inch or more diameter one ( 1) foot away from the origination point. Trees will range in size from ? inch to 18 inches diameter at ground level and may be 25 feet high. The majority of the Locust trees, and all Cottonwood, and Willow trees shall not be cut, damaged, and/or removed . Work shall commence in the southeast corner of the site, Umatilla Old Town Site, Umatilla, County, Umatilla, Oregon and work out in a semi-radius (half-circle) direction; heading in a north, northwest path, but keeping the semi-radius pattern. An effor t will be attempted within the interior fenced area with guidance from a land monitor to determine the limits of tree removal. Removal Individual trees or work areas shall be flagged by the CORPS OF ENGINEERS for removal and discussed with the CONTRACTOR prior to work commencing. All standing Russian Olive and Tree of Heaven trees, along with some Locust trees, in the work area shall be cut and mulched to ground level, plus or minus one (1) inch. After cutting and/or mulching, 80% of the vegetation shall be twelve (12) inches or less in length and four (4) inches or less in width. Additional cutting and/or mulching shall be required if the initial work does not meet these requirements. Upon completion of tree removal and mulching, the stump shall be tre ated with an approved herbicide labeled for use on trees/shrub/woody vegetation to prevent re-sprouting. Prior approval will be needed before using herbicide. Herbicide applicators shall be certified in accordance to and apply chemicals in adherence to l ocal, state, county, and federal laws for herbicide application. Once chemical materials are approved for use by the Contracting Officers Representative (COR), the contractor shall notify the COR prior to application. Once work is completed, the contrac tor shall provide the actual usage report to the COR. Care shall be used to prevent damage to asphalt, manhole covers, fences, gates, and other vegetation, no ground disturbance shall be allowed except with immediate, five (5) inches, area of stump. If g round disturbance is necessary, this shall be coordinated with COR due to tolerance levels to be allowed for as far as depth into soil. Care is also needed around power lines. Equipment operation shall follow safety regulations outlined in EM-385-1-1 (3 Nov, 2003 or as amended), Section 31 Tree Maintenance and Removal, Section 16 and 18 (Machinery and Vehicles), and Section 9, Fire Prevention and Protection during the work. During the working hours, it is going to be critical to have fire protection equ ipment in place at all times while the equipment is working. Local fire protection services and local law enforcement agencies shall be notified the day when work starts and ends as well as exact location. Emergency numbers and cell phone shall be availa ble at the work site with staff conducting the work. Activity Hazard Analysis Plan shall be prepared, submitted, and approved by COR prior to starting the job Machinery Requirements and Capabilities The machinery used in the performance of this work must be able to move over 48 inch high obstacles such as logs, fences, gates, ditches, and rocks, etc. without disturbing such items. Machinery must be able to mo ve about in the work area with or without the use of tracks or wheels, and must have the capability to cut and mulch vegetation that is tall or shore, in relative vertical or horizontal positions, near obstacles such as rocks or large logs, or in depressio n such as roadside ditches or sinks. Equipment which has satisfactorily completed work of this nature in the past has been diesel powered hydraulic walking platform with independent, adjustable walking legs; a boom mounted hydraulic powered knife head wit h side angle (wrist) capability, operable in all positions, with the ability to step over 48 inch obstacles and boom length of twenty-five (25) feet. There may be a need, at times, for other pieces of cutting machines to accomplish the work. These propos als shall be noted in the bid submittal for consideration and for approval including, but not limited to, rubber tracked equipment. The business size standard is $6,500,000.00.
