Description
The Naval Air Systems Command (NAVAIR) intends to issue a Class of Firm-Fixed-Price and Cost type orders under Basic Ordering Agreement (BOA) N00019-05-G-0008 to Raytheon Missile Systems for a period of three years. Delivery orders will provide for the procurement of spares and/or repair parts for JSOW AURs, support equipment and ancillary equipment for U.S. Navy, U.S. Air Force, and Foreign Military Sales (FMS) customers. This BOA also covers furnished supplies and/or services for USN, USAF and FMS customers in accordance with each individual order to support engineering studies and investigations, related materials and data regarding the feasibility, practicality, desirability or impact of operational readiness and reliability, system configuration, system safety, software, firmware, and/or related hardware, weapon system mass properties, system performance, logistics studies related to investigating the feasibility, practicality, desirability or impact of the following logistic support plans, supportability due to engineering changes, maintenance plans, test program support, logistics support analysis data, sustaining Logistic/Engineering (SLE) support, installations, Contractor Maintenance Services (CMS), ground tests, fatigue tests and analysis, insensitive munitions testing, interchangeability assessments, training support, and development of training tools or analysis, data collections, data processing and/or data analysis, support equipment updates/upgrades to support equipment, special tooling and test equipment, updates and upgrades to special tooling and test equipment, environmental requirements, the design, fabrication, assembly, and testing of prototypes or models to support engineering studies, analyses or engineering change proposal (ECPs); technical and maintenance support ancillary to the execution of Navy testing. This acquisition covers design, development, qualifying and delivery of tactical missile software, mission planning system software and support system software. This acquisition covers weapon/aircraft integration design and support. These contract actions may include the development of associated technical, administrative and financial data; the design, manufacture, assembly, installation and test of breadboards and/or prototypes; test equipment modification and calibration, weapon test engineering support, and CMS in support of related systems and components; support of systems and components undergoing engineering, technical and material support; and recommendation dealing with the practicability and/or desirability of developing potential engineering changes to the weapon systems, Government Furnished Equipment (GFE), GFE repair to include the furnishing of materials and services necessary to repair, inspect, modify, and/or return to ready-for-issue condition items of government property. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon has a unique knowledge base of the Joint Standoff Weapon (JSOW) as a result of its design, development, and modification of these weapon systems since the early 1990s. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements specified herein. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DoD?s Central Contractor Registration (CCR) database.
