- NAICS Code: 334516 In accordance with FAR Part 13.106-1(b)(1), the U.S. Environmental Protection Agency intends to negotiate on a SOLE SOURCE BASIS with Nikon Instruments to manufacture a confocal microscope with spectral analysis capability for imaging living cells. Within the division of the National Health and Environmental Effects Laboratory (NHEERL) within Human Studies Division (HSD) scientific investigators conduct cell and molecular studies with a special interest of the effects of PM and PM component on signaling processes that occur at the cell membrane and are transduced to the nucleus. The nature of this acquisition requires an instrument that possesses the unique capabilities of fast, high-sensitivity, high resolution spectral confocal imaging of fluorescence in living cells. This instrument requires the capabilities of multiple spectral resolutions over a 300nm acquisition range (or better) and a spectral acquisition time of two ( 2) seconds per 512 x 512 32- channel frame (or better) are essential to producing optimal clarity that capture short-lived intracellular events associated with the potential effects of environmental agents in living cells. These unique capabilities are essential for performance because they permit study of fleeting molecular and biochemical changes induced by the environmental stimuli in living cells. The instrument shall offer compatibility with intensity calibration with a NIST traceable standard, a separate fiber optically-coupled detection unit, a design feature that takes into account inherently superior sensitivity when compared to integrated designs. Based on EPA's research knowledge of the inverted microscope industry, combined internet searches of comparing available product information from confocal microscopy manufacturers, confirm that Nikon is the only vendor that can meet the required instrument adaptable and expandable confocal imaging capabilities that are used to conduct mechanistic studies on the effects of ambient pollutants on human cells. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Such documentation must be submitted to the point of contact with 15 days of the posting of this notice.
