- NASA/DFRC plans to issue a Request for Proposal (RFP) for the following: Engineering and Technical Support for the Dryden Flight Research Center research aircraft including two F15 and two F-18 aircraft and other operations support aircraft. The test bed aircraft (F15?s and F-18?s) are modified with research instrumentation systems and other capabilities for flying research projects. In addition NASA may provide research systems for the Air Force operated C-17. NASA plans to use the test aircraft for development and flight demonstration of a number of aerospace, controls and systems experiments. In addition to the test aircraft, there are support aircraft are operated for pilot proficiency, chase, and other flight operations functions. NASA plans to conduct Propulsion Controlled Aircraft (PCA) research involving a C-32 class aircraft. Other Boeing aircraft may be operated or be included in DFRC research activities during the life of this contract. NASA/DFRC intends to purchase the above services directly from McDonnell Douglas Corporation, A Wholly Owned Subsidiary of the Boeing Company, of Saint Louis, Missouri St. Louis, on a sole source basis under the authority of FAR 6.302-1 and 10 U.S.C 2304 (c) (1), ?Only one responsible source and no other suppliers or services will satisfy agency requirements?. Justification is based upon Boeing?s unique and proprietary capabilities to provide the required services involving the F/A-18, F-15, C-17, and other Dryden operated aircraft, which Boeing designed, built, and extensively tested. Boeing possesses the detailed knowledge of all aspects of these vehicles, which is unavailable to another firm. The DFRC test aircraft are unique one of a kind custom modified vehicle in which standard modification drawings do not necessarily apply. Boeing has the proprietary specification and drawings, as well as unique personnel with the knowledge and history on these aircraft. Boeing has unique experience in the manufacture of the aircraft modifications made to the test aircraft. Award to any other source would result in a failure to meet Agency?s requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested organization may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. PDT on July 31, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Capabilities and qualification statements may be faxed or e-mailed. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note ?B?.
