- The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications especially from, but not limited to, various members of the Small Business Community (Small Business, Small Disadvantaged Business, to include 8(a), Veteran/Service-Disabled Owned Small Business Concerns, and all other identified Small Business Concerns). The Washington Headquarters Services, Acquisition and Procurement Office is seeking qualified, experienced, sources to provide professional conference planning and subject matter expertise in the area of educational transformation to support the Office of the Secretary of Defense, Office of Force Transformation/Transformation Chairs meeting requirements. Background: The Director, Office of Force Transformation (OFT), is an advocate for transformation within the Department of Defense (DoD) and serves as a catalyst for initiating new concepts and exploring new technologies that could play key roles in transforming our military and the Department. The challenge for OFT was how to contribute to the emergence of a culture that would accept, embrace, implement, and expand transformation. One of the major challenges to transformation is developing leaders with abilities to size, shape, operate, and change the force. Leaders in the Information Age must be competent in areas beyond the traditional objects of professional military education: competence in leading people in executing a mission or an institution in fulfilling its goals and objectives. They must also be competent to foster a climate of innovation, encourage and implement change, and direct experimentation to discover effective solutions to complex problems that emerge rapidly and unexpectedly. Moreover, Information Age leaders must understand the new dynamics of network centric operations (NCO) so they can translate an information advantage derived from robust networks, shared situational awareness, and understanding of commander?s intent into a decisive warfighting advantage characterized by self-synchronization, speed of command and increased combat power. From this idea was born the Education for Transformation Initiative. More than a dozen Transformation Chairs have been established at major DoD educational institutions. Functions include: (1) participation in a collaborative network of Transformation Educators embracing U.S. governmental and non-governmental partners; Coalition partners, allies, industry, and academia; (2) serve as Authoritative Champion for Transformation Studies at DoD Educational Instutiontions, and institutional focal point for the Transformation Research Program; (3) direct/coordinate original research; (4) influence curriculum development; (5) act as a focal point for transformation teaching and research on campus; and (6) develop and deliver short courses.. Each quarter, a Transformation Chair meeting, lasting 2-3 days, is held at a DoD educational institution. Sources Sought: The OFT is seeking comprehensive support for the Transformation Chairs? Quarterly Conferences, to be held at a major DoD educational institution. The objective is to ensure that each Transformation Chair Quarterly Conference is a seamless operation. Additionally, the OFT requires subject matter expertise in the area of educational transformation to catalyze dialog within the EFT community, stimulate and support the sharing of institutional research interests and efforts by faculty and students, and share information about conferences, workshops, and symposia with the EFT community. A SECRET security clearance is required. Interested firms are requested to provide capability statements (not to exceed 8 pages) that include the following information: (1) Company Name, address, point of contact, telephone number and e-mail address; (2) Business size status, (Large, Small, large, 8(A), etc) (3) Company experience?where, when and for whom have you done this type of work before? (4) Company experience --Provide a general discussion of your capabilities and demonstrate the capacity to perform the above stated requirement. Responses are due no later than 4:00 pm on Monday, June 26, 2006. NO SOLICITATION EXISTS AT THIS TIME. ALL RESPONSES AND QUESTIONS MUST BE SUBMITTED VIA E-MAIL. TELEPHONIC REQUESTS FOR SOLICITATIONS AND/OR INFORMATION WILL NOT BE ACCEPTED OR RETURNED. The Government reserves the right to conduct oral capabilities demonstrations that will be scheduled at a later date. There is no commitment on the part of the Government to award a contract as a result of this notice.
