Description
The United States Postal Service is seeking qualified firms to provide corporate real estate services in the United States and its territories. Qualified firms will have experience in providing owner and tenant representation, as well as buyer and seller representation, and will have experience in providing, on an outsource basis, corporate real estate services to large national corporations. Qualified firms will assist the USPS in the acquisition, management, development, operation and disposition of leased and owned real property of all types and sizes throughout the USA. The selected firms shall comply with Federal, state, and local laws, regulations, and practice guidelines for commercial real estate service and brokerage providers. The selected firms shall comply with applicable Federal and postal regulations and guidelines pertaining to real estate actions and real estate services. This shall be a real estate services contract, which provisions will apply to individual task orders (work orders) for specific services issued to the Real Estate Services Contractor(s) (RESC). The task orders may be issued by the Contracting Officer and designated Contracting Officer Representatives. The task orders may be issued for any type of real estate action or related service and may include one or more of the following: market studies, investigation of sites or available space for lease or purchase, feasibility studies, valuation analysis or appraisals, lease negotiations, property inspection reports, disposition of postal owned or lease property through sale, sublease, or out-lease, consulting services, planning service, property management services, portfolio analysis or management of leased or owned properties, project management services, and any other lawful real estate action which may be required for postal purposes. This is an indefinite quantity contract for a term of two years with three one-year renewal options for a total of five years. Total work ordered under the subsequent contract shall not result in payments, fees or commissions to the Contractor (s) in excess of $10,000,000 unless a greater amount is authorized by the USPS Contracting Officer. The forgoing $10,000,000 limit pertains to the fees or commissions earned and paid to any single firm (Real Estate Services Contractor) by third parties ( not to the value of the transactions) and does not pertain to the fees or commissions paid to the RESC by the USPS under seller representation or Landlord representation work orders. THIS CONTRACT CONTAINS NO GUARANTEED MINIMUM PAYMENT OR NUMBER OF WORK ORDERS. It is anticipated that work orders will primarily originate from the Real Estate or Asset Management Departments at USPS Facilities Headquarters (Arlington VA), from Asset Management at the Western (Denver) Facilities Service Office, or from USPS Facilities Service Offices located in Windsor, CT; Hoboken, NJ; Greensboro, NC; Atlanta, GA; Dallas, TX, Bloomington, IL; Denver, CO; or San Bruno, TX. There will be no public opening of offers and all proposal information received will remain confidential until award. Award may be made with or without discussions. The Postal Service reserves the right to reject any or all offers. The Postal Service reserves the right to award more than one contract under this solicitation.
