- The U.S. Department of Commerce (DoC), National Institute of Standards and Technology (NIST), Chemical Sciences and Technology Laboratory (CSTL), Analytical Chemistry Division (ACD) is working with the National Institute of Health (NIH) to produce Standard Reference Materials (SRMs) for vitamins B6 and B12 in human serum. These SRM will be used by the clinical chemistry community to compare procedures and equipment used to measure vitamins and to improve the quantitative aspects (accuracy, reproducibility) of these measurements. The objective of this procurement is to blend and package a series of Standard Reference Materials (SRMs), 3950 Vitamin B6 in Human Serum and 3951 Vitamin B12 in Human Serum. Delivery shall be FOB Destination. The requirement is being procured using simplified acquisition procedures under the authority of FAR Part 13. The period of performance shall be 150 days from the date of award. This acquisition is 100% set-aside for small business. In accordance with the non-manufacturer rule, the manufacturer and distributor of these supplies must also be a small business in accordance with the NAICS code identified. For size purposes, there can be only one manufacturer of the end item being acquired. The manufacturer is the concern which, with its own facilities, performs the primary activities in transforming inorganic or organic substances, including the assembly of parts and components, into the end item being acquired. The end item must possess characteristics which, as a result of mechanical, chemical or human action, it did not possess before the original substances, parts or components were assembled or transformed. The end item may be finished and ready for utilization or consumption, or it may be semi-finished as a raw material to be used in further manufacturing. Firms which perform only minimal operations upon the item being procured do not qualify as manufacturers of the end item. A firm-fixed-price purchase order is anticipated. The NAICS code for this requirement is 541710 with a size standard of 500 employees. The competitive Request for Quotation (RFQ), specifications, any subsequent amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-06-Q-0467. The RFQ is anticipated for release to the vendor community on or about June 29, 2006, and will only be available via the Internet at the above website. Potential offerors are responsible for accessing the website. Interested parties must respond to the RFQ in order to be considered for award of any resultant purchase order. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
