- Description
- The NIH intends to negotiate on a sole source basis with Annette Bower, Mount St. Mary?s College, 12001 Chalon Road, Los Angeles CA, 90049. Ms. Bower will provide scientific research services to the National Institute of General Medical Sciences. She will research literature, advise the Minority Opportunities in Research (MORE) staff about development of programs, draft summaries of objectives of program announcement, review and edit proposals prepared by MORE staff. This position requires the services of a special scientific expert that has scientific and grant writing and program evaluation. Additionally, the contractor must be familiar with the NIH peer review system and the areas in which the contractor must also be knowledgeable are guidelines for the preparation of program announcements, needs of minority-serving institutions, and the goals and specific objectives to be accomplished by each of the (MORE) funding. In addition, the contractor will be required to provide the following services. Provide guidance during the revision of MORE programs: Research the literature and advise MORE staff during the development of a conceptual framework for the modification of the MARC, RISE, and BRIDGES program. Draft summaries of principles/objectives that guide the writing of program announcements. Review/Comment/Edit selected programmatic proposals prepared by MORE professional staff. Assess progress accomplished by MORE grantees: Critically review and summarize progress reports. Analyze MARC grantee data for the purpose of establishing baseline data. The period of performance is July 03, 2006 through December 29, 2006. (40 hours per week for the period of 8 weeks). It is believed that Ms. Bower is the only responsible source that can satisfy the government requirement due to the highly specialized technical skills that she possesses and her familiarity with the biomedical sciences environment. The North American Industry Classification System Code (NAICS) is 541690. The proposed contract is for services for which the government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within 15 days after publication on this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
