- The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division on behalf of the Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source contract with the Stockholms Universitet for a requirement to provide laboratory and analytical services that produce genetic-based identities for nearly 3600 biopsy samples taken from humpback whales in the West Indies and the Gulf of Maine. NEFSC seeks to ensure scientifically robust matches of the collected data, generated by proposed laboratory services such as mDNA sequencing and genotyping, with historic data generated from previous Year of North Atlantic (YONAH) research. The proposed contractor?s Principal Investigator has unparalleled experience in conducting research on the North Atlantic humpback whale and has spent many years successfully developing methods, primers and other resources for the exclusive purpose of conducting genetic analysis of North Atlantic humpback whales. The contractor is also the sole repository for the North Atlantic humpback whale genetic archive. No other institution possesses this experience and capability. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. The objectives of the research are: To apply a suite of laboratory techniques to DNA samples extracted from tissues collected from humpback whales in the West Indies and the Gulf of Maine during 2004 and 2005; To cross-match all samples for duplicates, and to match MONAH genotypes with those determined earlier during the YONAH project; To conduct population level analyses using the genetic data generated from these and previously collected samples. Under terms of the proposed contract, the contractor shall convey, to the NEFSC and others acting on its behalf, a nonexclusive, irrevocable, cost-free, worldwide right to reproduce, prepare derivative works, and distribute to the public copies of information products resulting from the award including ?but not limited to?final (completion) reports, technical reports, and scientific manuscripts as accepted for publication by scientific journals. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 11, 2006. A specification is not available and telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Numbered note 12 applies.
