- REQUEST FOR FedBizOpps NOTICE TITLE: Developing a web-base education campaign for marine debris awareness and prevention. SOLICITATION NUMBER: AB133F-06-RP-0149 RESPONSE DATE: 26 June 2006 CONTACT: J. Alex Smith, Contract Specialist, voice: 206/526-6379 or fax: 206/527-3915 TEXT: This publication serves as sources sought notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), for small and large businesses capable of providing the required services listed. The Government intends to acquire new services of a vendor to develop a web-based education campaign for NOAA?s Marine Debris Program (MDP). The vendor shall develop and focus on the production of an extensive set of base educational materials and products related to marine debris awareness and prevention. Objectives The successful contractor will, design effective messages and materials, and assemble these materials into a web based marine debris education program to be served by NOAA's Marine Debris Program that will address key target audiences and: 1. Influence public and private entities and industries to reduce their contributions to the marine debris problem 2. Influence commercial and recreational fishers to recognize and reduce the amounts of derelict fishing gear they are creating. 3. Raise general public awareness of the impacts of marine debris and offer opportunities for reducing those impacts on living marine resources, on tourism, and on maritime activities. Task Requirements 1. Develop an interactive, web interface for NOAA?s MDP website to assist browsers in reviewing and selecting information to download, including a tracking mechanism for web queries and an online questionnaire to help NOAA define future education and outreach needs. 2. Develop brochures, fact sheets, posters, booklets/manuals, curriculum aids (teacher guides & student activity sheets), informational placards for NOAA?s Marine Debris Program. 3. Develop Powerpoint presentation to be used by NOAA for Marine Debris Program. 4. Develop a video clip to be used by NOAA Marine Debris Program. 5. Develop a campaign CD-ROM Marine Debris Program. Interested firms should submit in writing, its name, address, point of contact, telephone number, business type and size, and a brief synopsis regarding its capability to provide the required services. The following information must be addressed in the response to assist the Government in determining the availability of qualified small and large business concerns for the requirement. Vendor must meet all of the following: 1) Provide evidence of at least 3 successful projects showing experience in marine debris outreach and education program development and delivery. The experience provided should demonstrate that the work is compatible with the information provided in this request. 2) Demonstrate that vendor has ready access to a minimum of 10 years of history and involvement with marine debris education materials and data. 3) Vendor must demonstrate knowledge of constituents? interest in managing the impacts of marine debris. Vendor shall provide reference letters from at least 3 of these constituents. (Example of constituents are; stakeholders such as conservation NGOs, boaters and fishers, municipal employees, and federal agencies). The Government intends to negotiate a firm fixed price contract with a period of performance anticipated to be 12 months, commencing at time of contract award. NAICS Code is 541620 with a size standard of $6.5 million. This notice of intent is not a request for competitive proposals, but a request for information only, however, all submittals received by the due set forth in this notice will be reviewed by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
