Description
The Centers for Medicare and Medicaid Services intends to award, under Simplified Acquisition Procedures, on a sole source basis a firm fixed price award to IMS Health, 660 West Germantown Pike, Plymouth Meeting, PA 19462 to develop expenditures estimates for the National Health Expenditure Accounts, the National Health Statistics (NHSG) in the Office of the Actuary (OACT) would like to purchase descriptive data statistical data on the prescriptions dispensed and retail dollars for prescription sales. For purposes of developing state estimates, NHSG in OACT also would like to purchase pharmaceutical sales data by ?method of payment? for each state. The contractor currently has a data collection system in place that produces drug spending statistics that are nationally representative of the U.S. population. These statistics measure retail drug prescriptions dispensed and associated spending by each retail channel of distributing and an aggregate U.S. total. The contractor currently has a system in place for ensuring the statistical reliability and consistency of their estimates. Statistical methodologies may not have changed in the past 2 years. The contractor has an ongoing quality assurance program that tests the accuracy of the data system. The contractor has provided information services on drug spending for a period of 4 years as demonstration of its ability to serve this market. The contractor is able to provide qualitative feedback when aggregate statistical trends require an understanding of the components contributing to a change in trend. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services and the data as needed to perform the requirements of this Statement of Work. Aggregate U.S. retail sales and associated number of prescription dispensed for each state for 2004 and 2005. Prescriptions sales and prescriptions are to be further allocated among three of payment: cash, government and third party. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis.
