- The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis, services for the preparation of CD64, HLA-A2, 4-1BBL Master Cell Bank with the Clinical Cell and Vaccine Production Facility at the Abramson Cancer Research Center of the University of Pennsylvania Philadelphia, PA 19104. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541710 and the business size standard is 500 employees. Adoptive cell therapy is a promising approach for the immunotherapy of cancer but, optimal approaches for expanding T cells for adoptive cell therapy have not been defined. Artificial antigen presenting cells (aApcs) may expand CD8+ T cells more effectively than other approaches currently in use. The proposed project will create a master cell bank of the aAPC using GMP standards, which can subsequently be used in clinical trial of adoptive cell therapy for cancer. The established master cell bank will be used for clinical studies in the future and will generate a master cell bank of K562 cells which stably express high levels of HLA-A2, DC64 and 4-1BBL. Cells will be engineered using lentivirus vectors under GMP processing guidelines. The Clinical Cell and Vaccine Production Facility at the Abramson Cancer Research Center of the University of Pennsylvania developed the artificial APCs which will be used in the master cell bank. Also, they invented these cells and provided the first report of their efficacy in inducing CD8+ T cell expansion. In addition they have experience in cell processing and are a highly regarded facility on cellular vaccines and processing for clinical trials. They are the only source known to the NCI that can provide services regarding the aforementioned. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 1:00 PM EDT, on July 5, 2006. It is the vendors? responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
