- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is issued as a Request for Quotes, RFQ60034. This RFQ is a small business set aside. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-08. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisitions (SS/SA) Branch, on the behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a purchase order on competitive bases for technical support to refine and validate clinically experimental models of anxiety. The Unit on Affective Psychophysiology (UAP), Mood and Anxiety Disorders Program, focuses on the neurobiology of fear and anxiety in humans using a multidisciplinary approach, including psychophysiology, psychopharmacology, and brain imaging. NIMH has received a CRADA from a pharmacological company, AstraZeneca, to refine and validate clinically experimental models of anxiety, one using a physical stressor and the other a psychological stressor. The programs used to design and conduct NIMH experiments have been developed specifically for UAP, such as, Psylab, of VR World (Psychological Software Tools, Inc) and Premiere (Adobe). The position requires training in psychophysiology as well as knowledge of techniques and software used uniquely within the UAP and familiarity with all the tasks requested for the position. The scope of work is as follows: Task 1. Ability in the recruitment of subjects for the studies; Task 2. Ability to perform psychophysiological experiments; Task 3. Ability to analyze the data using Psylab (Contact Instrument Precision, London, England); Task 4. Experience in writing programs to run the experiment and to analyze the data; Task 5. Experience in performing experiments using magneto encephalography (MEG) and analyzing MEG data. It is estimated this requirement will need 1800 hours and the period of performance will be July 3, 2006 through July 7, 2006. Your response will be evaluated on the likelihood of meeting the Government?s objectives in the form of an evaluation. The evaluation will be based on the technical and administrative capabilities in relation to the needs of the project/task and the reasonableness of cost shown in relation to the work to be performed. The following criteria are those that will be applied in the evaluation of your response: a) knowledge and experience in psycho-physiological techniques; b) knowledge of Psylab, VR World, Adobe Premiere; c) knowledge of the hardware, Psylab and d) experience with MEG recording. The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items; FAR 52.212-2 Evaluation - Commercial Item; FAR 52.212-3 Offerors Representations and Certifications - Commercial Items; FAR 52.212-4 Contractor Terms and Conditions - Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders ? Commercial Items. The Government intends to select the offer that represents the best value to the Government, price and all other factors considered.
