- This modifies the above reference Combined Synposis/Solicitation to reflect the following changes that was inadvertly omitted. This is a Solicitation. This is a 100 total small business set aside. The date for proposal has been extended to July 7, 2006 Close of Business. The Evaluation Criteria was omitted in the original Solicitaiton. EVALUATION FACTORS FOR AWARD TECHNICAL EVALUATION The following technical evaluation criteria and their relative numerical weights have been developed by Administration for Children and Family (ACF) personnel and have been tailored to the requirements of this particular solicitation. The contractors are informed that these criteria (1) serve as the standard against which the technical proposal will be evaluated and (2) serve to identify the significant matters which the contractor should address in their technical proposals. EVALUATION CRITERIA (MAXIMUM SCORE 100 POINTS) The contractor should demonstrate in its proposal that the objectives in the solicitation are understood and offer a logical approach to their achievement. The technical evaluation will be conducted in accordance with the evaluation criterial below. The Government may make an award on the basis of initial offers received without discussions. Therefore each initial offer should contact the contractor?s best terms from a cost and technical standpoint. Basis for Determining Award: The contractor's technical proposal will be evaluated against a 100 point scale and will be determined technically acceptable or unacceptable along with the contractor's cost proposal in determining the competitive range. Negotiations will be conducted with those contractors who 1) are determined to have submitted technically acceptable proposals, 2) provide a realistic cost/price estimate. The Government intends to award a contract to the responsible contractor whose proposals represents ?best value? in that it offers the best combination of technical capabilities and a realistically proposed cost/price for this solicitation. The contractor?s proposal should be up to 15 double spaced pages, excluding resumes. The Government will evaluate each proposal according to the following following technical evaluation criteria: UNDERSTANDING OF THE PROJECT: NUMERICAL WEIGHT - 15 POINTS CRITERIA: Provide a comprehensive statement of the scope and objectives of the project to demonstrate Contractor?s complete understanding of the requirements and intent of the project. This understanding indicates a clear awareness of each tasks and of the problems to be encountered in its accomplishment. SOUNDNESS OF APPROACH AND SCHEDULE: 30 POINTS CRITERIA: Describe the proposed approach to comply with each of the requirements that the Contractor will be responsible for performing as specified in the tasks in the SOW. The proposal is consistent with the stated project goals and objectives. The proposed approach assures that the achievement of timely and acceptable performance is feasible and reasonable. The proposal demonstrates that the Contractor is willing to commit it resources to fulfilling the requirements of the SOW. The approach reflects the contractor?s understanding of issues related to demographic and economic characteristics of custodial and noncustodial child support customers. The Contractor proposes realistic timeframes and identifies the chronological sequence by which key activities will occur in order to accomplish each task that the Contractor will be responsible for performing. PERSONNEL 30 POINTS Criteria: Information is provided as to which key personnel will be assigned or committed to this project. The percentage of time each staff member, including subcontractor staff, will contribute to the project is adequately identified. A current resume is provided for all personnel assigned or committed to the project. The key personnel to be assigned to this project are competent and experienced in the skills required to perform the requirements of the SOW. They should possess not only academic qualifications, but also experience in and knowledge of the Child Support Enforcement Program. Specifically, staff should have substantial knowledge of child support operations, policies, and management strategies. Staff should have experience in conducting analysis and writing similar types of reports required by this SOW. CAPABILITY, RESPONSIBILITY, AND PREVIOUS CONTRACTOR EXPERIENCE ON SIMILAR PROJECTS 25 POINTS CRITERIA: The Contractor demonstrates sufficient breadth and depth of management capability for accomplishing the project. The Contractor demonstrates previous organizational experience in performing work similar to that outlined in the SOW, with emphasis placed on past five (5) years? experience. If the Contractor proposes to use subcontractors, outside consultants or specialists, the Contractor demonstrates that they have previous professional experience in performing work similar to that outlined in the SOW. The Contractor will be evaluated on its experience and knowledge related to demographic survey development and analysis involving the examination of data from sources such as surveys and administrative records. Key selection criteria will be contractor?s ability (based on direct experience) to conduct analysis and write document similar to those identified in the SOW.
