Dual Action manifold for individual control of aspiration and dispense. Fully programmable from keypad. 75 programs, 10 cycles/wash, Autorinse and autoprime, and external programming/downloading through an RS0232 port. To include built-in ultrasonic cleaner. Compatible with Bio-Stack Microplate Stacker and other robotic systems. BioTek PN ELX405US or equal, 1 each. Comp Disp and Waste Sys 115V BioTek PN 7100547 or equal, 1 EA. Installation Qualification and Initial Training, BioTek PN SVCIQT7 or equal and 1 year maintenance agreement after warranty period of 1 year parts and labor and 90 days software. STATEMENT OF WORK 1.0 BACKGROUND The United States Navy, Naval Health Research Center, Environmental Health Effects Laboratory (NHRC/EHE Laboratory) has a need for Microplate Washer. This requested need is a time- and cost-effective alternative to current procedure aimed at minimizing the risk for human errors due to extensive and repetitive manual washing of the large amount of microplates routinely generated in our studies. Consequently, the purchase of a Microplate washer is imperative to NHRC/EHEL mission to support and provide timely solutions in our efforts towards innovative human health effects toxicological research. 2.0 OBJECTIVE This effort is to obtain a Microplate Washer to satisfy our current demands in order to meet NHRC/EHEL operational goals. 3.0 PERIOD OF PERFORMANCE Once the Microplate Washer has been ordered, the contractor has 2-3 weeks to have shipment made to NHRC EHE Lab. Upon arrival of the Micorplate Washer at NHRC EHE Lab, the contractor representative will come to our facility within 30 days to unpack and set up the equipment following authorized procedures. In addition, contractor is responsible for installation qualification and initial training of NHRC EHE Lab staff. Contractor will provide 1 year warranty on parts and labor with a 90 day warranty on software. Post Warranty, or 1 year from the date when contractor Representative complete the setup of the Select Microplate Washer, a 12 months field service contract takes effect. During the term of this contract, which takes effect post warranty, contractor agrees to repair or replace, at its option, component parts or the equipment to correct any equipment failure that occurs during normal use and service. The agreement includes: Technical assistance at no charge, Annual on-site PM, On-site repair service, and Loaner instrument if required. 4.0 GOVERNMENT FURNISHED EQUIPEMENT /MATERIALS /FACILITIES: N/A 5.0 REQUIREMENTS Once equipment has been ordered, contractor has 2-3 weeks to have shipment made to NHRC EHE Lab. Package contents are to be verified against the purchase order and bill of materials Contractor representative will come to our facility within 30 days to unpack and set up the equipment following authorized contractor installation procedures. Contractor is responsible for installation qualification and initial training of NHRC EHE Lab staff. Contractor will confirm with NHRC EHE Lab staff the configuration and proper operation of the equipment. At this time the contractor representative will provide basic training on the use of the equipment to the staff of NHRC EHEL Lab. Contractor will provide 1 year warranty on parts and labor with a 90 day warranty on software. Post Warranty, or 1 year from the date when contractor Representative complete the setup of the Select Microplate Washer, a 12 months field service contract takes effect after the warranty period has expired. During the term of this contract, which takes effect post warranty, contractor agrees to repair or replace, at its option, component parts or the equipment to correct an equipment failure that occurs during normal use and service. The agreement includes: Technical assistance at no charge, Annual on-site PM, On-site repair service, and Loaner instrument if required. For this acquisition the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is BioTek. This notice of intent is not a request for competitive quotations; however, the Government will consider all quotations/responses received within three (3) days of the issuance of this notice. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
