Description

The Airborne Laser (ABL) Program Office intends to award a one (1) year, sole-source, labor-hour type contract to Tecolote Research, Inc. Under this effort, the Contractor will provide vital acquisition, contract administration and pricing support services for continued assistance to the ABL Contracting Division (MDA/ALK). This contract will be for one (1) year with no options. MDA/ALK requires continuation of this acquisition support to avoid disruption of services while determining the scope of the requirements for a follow-on competitive acquisition. The estimated requirement is for three (3) persons, full-time at 1920 hours per person for the one (1) year timeframe. The scope of this effort encompasses pre-award and support for post-award contracting functions associated with acquisition planning, acquisition strategy, independent government estimate formulation, development of acquisition plans, market research, development and execution of synopsis, solicitation development, evaluation processes, cost/price analysis, negotiation processes, formulation of contract documentation, developing requests to Defense Contract Audit Agency (DCAA) for audit reports, contract administration, and contract closeout. Tecolote Research, Inc. is the only contractor that can provide these necessary acquisition support services without disruption at the level and quality required during the follow-on procurement process.
