- Description
- Work consists of furnishing all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to remove, at a location south of the existing 22 ARW HG Building, two (a 4,000 gallon heating oil and a 500 gallon diesel fuel) existing underground storage tanks (USTs); construction of a concrete tank pad at grade within secure screening enclosure; and installation of a new double walled 1,000 gallon (700/300 gallon baffled) above ground storage tank (AST) at McConnell AFB, KS 67221. RFP includes a base bid line item, 0001, as 1 LS to remove and replace the existing USTs with an AST and one option item, 0002, as 1 LS to install standing seam metal roof over the AST structure. If funded, the option will be exercised at the time of award. This is a Request for Proposal (RFP), Performance Price Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be 90 calendar days. This will be awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The magnitude of construction is between $250,000 and $500,000. The NAICS code for this requirement is 237120. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, which should be on or about 27 June 2006 and any other pertinent information in order to download their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal may not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. This solicitation may be cancelled and all offers rejected before award (but after solicitation closing date) when cancellation is clearly in the public?s interest. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
