Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The 18th Contracting Squadron at Kadena AB, Okinawa Japan intends to award a purchase order for specialized training services for tactical confined space and structural collapse rescue in a combat environment. This acquisition will be accomplished in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures (SAP) and will be based on competitive quotes. The North American Industry Classification System (NAICS) code is 928110. The Solicitation Number F2HHS46166A100 and is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This acquisition is a Sole Source Requirement. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site. Web address is http://farsite.hill.af.mil. The provision at 52.212-1, Instructions to Offerors ? Commercial (January 2006), 52.212-2, Evaluation -- Commercial Items (January 1999), 52.212-3 Offeror Representations and Certifications-Commercial items (March 2005), Offeror Representations and Certification, Commercial Items (June 2005) and 52.212-4, Contract Terms and Conditions ? Commercial (September 2005), applies to this acquisition. Offerors must include with their quotation a completed copy of the provision at 52.212-3 (March 2005) Requirement is as follows: 1. DESCRIPTION OF SERVICES. The contractor shall provide all management and labor necessary to ensure training and certification is received for confined spaces and structural collapse rescue by the 320 STS squadron at Kadena AFB, Okinawa, Japan for a minimum of 10 days. This course provides training for DoD personnel to acquire the knowledge and skills necessary to safely enter and conduct operations in a tactical Confined Space and Structural Collapse (CSSC) environment. - Security Classification: Unclassified - Location: Kadena AB, Japan - Suggested Course Date: 10 - 18 Jul 06 - Course Length: 80 hrs 1.1. Basic Services. Students will learn to perform skills such as: - Use of the ROCO Insertion Extraction System (RIES) - Atmospheric monitoring - Use of mechanical advantages - Single line lowers - Emergency shoring systems Upon completion of training students must be able to be certified in: - ROCO Tactical Rescue I - Confined Space Awareness Operational Level ? IAW NFPA 1006 - Structural Collapse Rescue Technician Level ? IAW NFPA 1006 - 15 hours Continuing Medical Education hours 1.2. Instructor?s Qualifications - Must have 10 years knowledge/experience of 1T2X1 AFSC career field - Experience with CQC Close Quarters Combat techniques - Familiar with non-combatant evacuation operations (NEO) operations - Must have in-depth knowledge of the RIES system, ROCO collapse structure kit - Must have in-depth knowledge (Instructor/evaluator) and rigging of fixed and rotary wing aircraft and Para rescue - Must be Occupational Safety and Health Administration?s VPP certified Offerors quotation must be good through 7 July 2006.
