Description
The US Army Research Development Engineering Command (RDECOM) Acquisition Center-RTP Division, proposes to award a five-year cost reimbursable/requirements type contract to obtain scientific, technical and advisory services for the solution of proble ms related to research and development projects within the Government. The program is referred to as the Scientific Services Program (SSP) under which Short-Term Analysis Services (STAS) are provided. This program is designed for the resolution of problem s when the objectives are anticipated to be achieved in a short period of time (usually within a two-year period). The contract will require the contractor to provide the requested scientific, technical and advisory services as the need arises. The contr actor must possess the capability (technical, facilities, and management) to provide at least 25% of the requested services from its own staff. The contractor must have the capability to subcontract for the services when the conditions dictate. Depending on individual statement of work requirements, these subcontracts may be awarded to individuals, industrial organizations (small and large businesses), universities, and nonprofit organizations. The contractor will be held responsible for the management o f the entire program, including the management of all subcontractors, associated contract requirements and program accomplishments. The contractor must have a broad range of competence in the physical and social sciences and in technology. Following are randomly selected examples of program research requirements: (a) surface plasmon resonance binding assays for drug discovery, (b) modeling high-rate material response for impact applications, (c) analysis of mobile oxygen storage tanks, (d) model validatio n and application of parameter estimation tools for large-scale, multi-physics numerical models, (e) network science for military ad hoc and sensor networks, and (f) intelligent agents for objective-based training and shared cognition in teams. The solicit ation will be issued on or about 07 July 2006. Hard copies will not be available. All responsible sources may submit a pr oposal which shall be considered by the agency.
