Description

The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) Business Concerns having the capability and bonding capacity for the following effort: This project consists of Renovation of 28 senior non-commissioned offices historic three bedroom, duplex family quarters. Work includes installation of central air conditioning and upgrade of heating system, abatement of lead based paint and asbestos, repair plaster walls/ceilings, paint entire quarters, install passive radon system, repair/replace/upgrade plumbing, fire protection and entire electrical system including energy efficient lighting to meet current codes and safety standards, and renovate bathrooms to include fixtures, walls and flooring. All previously finished wood surfaces to be repaired/refinished including floors, steps, molding and doors; repair and rehabilitation of window/screen units. Renovate kitchens to include ne w cabinets, solid surface countertops, sinks and faucets; refrigerator and range/oven, cabinetry and associated hardware. Repair/replace gas lines gas lines, sanitary sewer and water laterals to mains, landscape, add trash enclosures, repair/replace sidew alks and pave driveways. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competit ion. This project is planned for advertisement in July 2006 with award scheduled in August 2006. Contract duration is estimated at approximately 500 calendar days. The North American Industry Classification System (NAICS) code is 236118. The business si ze standard is $31.0 million. The estimated price range is between $5,000,000 and $10,000,000. Twenty percent (20%) of the work is to be self-performed. All interested businesses should notify this office in writing by mail or fax by 30 June 2006, 2:00 pm local time. Responses should include: (1) Identification and verification of the company as an SBA certified 8(a) Business Concern; (2) Past Experience through the description of completed projects that are similar in size, scope and complexity to the pro posed project, and the percentage and type of self-performed work; (3) Capability of obtaining performance and payment bonds for a project in the dollar amount (price) range listed above (provide single/aggregate contracts capability); and (4) A statement verifying the contractor will perform 20% of the work and the type of work to be self-performed.
