Law Enforcement Complex Contract Specialist: Rosetta Brightwell 912-652-5903 Project Manager: Efrain Rosario 912-652-6120 FSC: Y129 *** NAICS: 236220 *** Description: THIS NOTICE IS NOT INTENDED TO SOLICIT INTEREST FROM NEW CONTRACTORS FOR THIS RFP, BUT TO NOTIFY POTENTIAL SUBCONTRACTORS OF THE PRIME CONTRACTORS SELECTED TO PARTICIPATE IN THE SECOND PHASE OF THIS TWO-PHASE DESIGN BUILD PROJECT. Phase One has concluded and offerors have been selected to proceed to Phase Two. The following offerors will be provided RFP documents and invited to participate in Phase Two: (1) Engineering Design Technologies, Inc., 1705 Enterprise Way, Suite 200, Marietta, Ge orgia 30067 (770)988-0400 (2) McKnight Construction, P.O.Box 20478, Augusta, Georgia 30917 (706) 863-7784 (3) Sauer Inc., 11223 Phillips Parkway Dr., E., Jacksonville, FL 32256-1574 (904) 262-6444 (4). Phase Two documents will be issued on 23 June 2006. Phase Two proposals will be due 24 July 2006. Description of work: This is a DESIGN-BUILD project for a Law Enforcement Complex of approximately 20,000 Square Feet to be built at Fort Gordon, Georgia. A standard design for Military Police Stations will be utilized as the basis for design and construc tion. The building will be co-located with the existing Fort Gordon Central Fire Station to facilitate emergency responses and sharing of communications. This project will be procured using the two-phase design-build selection procedures set forth in FAR 36.3. Factors will be considered in evaluating proposals at Phase One and Phase Two. In Phase One FACTOR 1-1: OFFEROR PAST PERFORMANCE: This factor is s ignificantly more important than Factors 1-2, and 1-3. FACTOR 1-2: CORPORATE RELEVANT SPECIALIZED EXPERIENCE: This factor is equal in importance to Factor 1-3. FACTOR 1-3: TECHNICAL APPROACH NARRATIVE. FACTORS 1-1, 1-2, and 1-3 together are equal in importance to Factor 2-1. In Phase Two FACTOR 2-1: BUILDING FUNCTION AND AESTHETICS: This factor is more important than Factors 2-2, and 2-3 and significantly more important than factors 2-4 and 2-5. FACTOR 2-2: BUILDING SYSTEMS: This factor is equal in importance to Factor 2-3 and more important than Factors 2-4 and 2-5. FACTOR 2-3: SITE DESIGN: This factor is equal in importance to Factor 2-2 and more important than Factors 2-4 and 2-5. FACTOR 2-4: SUSTAINABLE DESIGN CONSIDERATIONS: This factor is more important than Factor 2-5. FACTOR 2-5: MANAGEMENT EFFECTIVENESS. All evaluation factors other than price, when combined, are equal to price. Award will be made to that offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. Options may be included in the so licitation. Estimated cost range of project is from $3,000,000.00 to $10,000,000.00. Network Analysis System will be required.
