Description
The government intends to award a contract under Other Than Full and Open Competition Procedures to The Clarion Hotel at 500 Merrimac Trail in Williamsburg, Virginia. This procurement is in accordance with the Federal Acquisition Regulation (FAR)13.501 (a)(1)(i) and (ii) under the test program for commercial items, section 4202 of the Clinger-Cohen Act of 1996. The Contractor shall provide the necessary level of hotel facilities and lodging services required to satisfy the overall operational objectives of the Commander Naval Expeditionary Logistics Support Group, Williamsburg, Virginia (COMNAVELSG). The acquisition is for berthing services for mobilized Navy Reservists during their pre-deployment training to be conducted in Williamsburg, Virginia. The resulting contract will be for the following periods of performances: Lodging: 10 August 2006 through 08 September 2006 Hotel shall be able to accommodate 27 double rooms with check in starting on 10 August 2006 and checking out on 08 September 2006. 27 rooms for 29 days = 783 room nights Lodging: 11 August 2006 through 08 September 2006 Hotel shall be able to accommodate 204 double rooms with check in starting on 11 August 2006 and checking out on 08 September 2006. 204 rooms for 28 days = 5,712 room nights Lodging: 12 September 2006 through 05 October 2006 Hotel shall be able to accommodate 126 double rooms with check in starting on 12 September 2006 and checking out on 05 October 2006. 126 rooms for 23 days = 2898 room nights Lodging: 7 August 2006 through 10 August 2006 or 8 September 2006 through 11 September 2006 Hotel shall be able to accommodate 231 double rooms with check in starting on 7 August 2006 or checking out on 11 September 2006 for possible early arrivals or late departures. 231 rooms for 4 days = 924 room nights Lodging: 10 September 2006 through 12 September 2006 or 05 October 2006 through 07 October 2006 Hotel shall be able to accommodate 126 double rooms with check in starting on 10 September 2006 or checking out on 07 October 2006 for possible early arrivals or late departures. 126 rooms for 3 days = 378 room nights Facility Requirements: The hotel shall be able to accommodate all persons in a single facility. The hotel shall be within 7 driving miles of 593 Mayfield Street, Williamsburg, VA. 23185 (The base and the hotel are the 2 primary training locations and trainers must be able to transit quickly between the 2 locations). The hotel shall be within short walking distance of retail businesses (a variety of fast food and sit-down restaurants, grocery store, pharmacy, bank with ATM, dry cleaner & shoe repair at a minimum). The hotel shall provide personal conveniences in each room (microwave, mini refrigerator, coffee maker, ironing board and iron, hair dryer, and in-room safe at a minimum). The hotel shall provide a large meeting space in a class room style format for command presentations, training, and various briefs for 500 individuals. Hotel shall be equipped with meeting facilities to accommodate an Administrative Office, Command Duty Office, Medical Oversight Office, Uniform Preparation & Issue Office, and 3 conference rooms to accommodate training and breakout/meetings for 65 to 100 participants on a daily basis. Hotel shall have audio support and equipment per conference room (podium and microphone at a minimum). The hotel shall provide complementary hot breakfast to commence prior to normal operating hours as required to accommodate and support training schedule. The hotel shall be able to accommodate daily breakfast, dinner meals and lunch as needed when training is conducted at the hotel The hotel shall have free local telephone service. The hotel shall have a 24-hr business center. The hotel shall have personal laundry facilities on site. The hotel shall be three star quality. The hotel shall have a 24 hour cancellation policy if requirements change. The hotel shall have internet access in Administrative Office and Command Duty Office. The hotel facility shall be FEMA approved and listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm.=20 . The hotel facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C.12101 et.Seq.). NAICS 721110 applies with a size standard of $6.5 million. This requirement will be issued under Other than full and open competition procedures in accordance with FAR, Part 6.1.
