- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, N00173-06-R-CR04, is issued as a Request for Proposal (RFP). This is a 100 percent small business set-aside requirement. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-09 and DFARS Change Notice 20060616. The associated small business size standard is 500 employees. Each Contract Line Item Number (CLIN) identifies a section of the anechoic chamber to be refurbished, redesigned and tested. NRL has a requirement for (CLIN 0001) removing and replacing the existing absorber material, (CLIN 0002 - Option I) redesigning, removing and relocate the MMV mount positioner, (CLIN 0003) performance of a voltage standing wave ratio (VSWR) test, and (CLIN 0004) refurbishment of a pneumatic door. The contractor shall dispose of all replaced anechoic tiles and construction wastes in accordance with all applicable federal, state, and local environmental regulations. Offerors may submit a proposal for an individual CLIN, several CLINs, or all CLINs. Multiple awards may be made from this solicitation. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government intends to award a contract resulting from this solicitation to that responsible offer whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability ? Each proposal will be evaluated on compliance with solicitation requirements, technical excellence, management capability and prior experience for accomplishing the tasks described in the Statement of Work. Past Performance ? Past performance will be evaluated on the basis of the quality of the work performed or supplies delivered and timeliness of performance or delivery. Offerors that have no relevant performance history or for which past performance information is not available will not be evaluated favorably or unfavorably on past performance. The government may begin proposal evaluation prior to receipt of past performance information. Price ? Proposed price to the government. Technical and Past Performance, when combined, are significantly more important than cost or price. Option - The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The additional clauses cited within this clause are applicable: 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.232-29 and 52.232-33. The DFARs clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. The additional clauses cited within this clause are applicable: 52.203-3, 252.225-7012, 252.227-7015, 252.232-7003, 252.243-7002, 252.247-7023, and 252.247-7024. The following additional FAR and DFARs clauses apply: 52.204-7 Central Contractor Registration, 252.204-7004 Alternate A, and 252.211-7003. All EIT supplies and services provided under any resultant contract must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194 (see FAR Subpart 39.2). Electronic and information technology (EIT) is defined at FAR 2.101. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). The NRL will hold a mandatory site visit on Thursday, July 6, 2006 at 9:00 A.M. for inspection of the area to be refurbished. Prior arrangements must be made to the NRL point of contact before visiting the Laboratory. All requests (see Attachment 6) for the site visit must be made to Alan W. Crupi no later than 10 calendar days prior to the mandatory scheduled date of the site visit. Visits by foreign nationals require special processing. No cameras are allowed while on NRL property. The Contract Specialist must receive any questions concerning the RFP no later than 10 business days before the response date of this solicitation. An original and 2 copies of the offeror proposal shall be received on or before the response date noted above, 4:00 P.M., local time at the NRL address above, Attn: Contracting Officer. The package should be marked with the solicitation number, due date and time.
