- Description
- The Office of the Comptroller of the Currency intends to acquire on a sole source basis Compustat?s financial data and software, including financial statement data (balance sheet, income statement, cash flow statement) for one year. The estimated cost is $34,900 for the software for seven workstations (which includes interfacing with FactSet software/services.) The OCC?s responsibilities require the monitoring of economic activity in the context of maintaining the safety and soundness of the national banking system. This includes observation and analysis of financial market trends, credit risk in industries evolving through the business cycle, market-based measures of economic and credit conditions of industry concentrations in national bank loan portfolios, and macroeconomic conditions of regional economies where national banks operate. The specific needs include data from and analysis of various financial markets, including the bond, secondary loan, derivative, mortgage and equity markets, financial statement data reported by corporations, which can be formulated into industry-level aggregates. Examples include bond yield spreads, swap rates, stock betas, loan interest rate spreads over risk free rates, credit ratings, corporate capital expenditures, revenues, and various ratios of profitability and debt coverage. While some of the services are provided by others, only Compustat provides annual historical data back to 1950, allowing financial analysis of industries over multiple business cycles. The following data are included in the Compustat subscription: Base Compustat North America including companies no longer in existence Research/Qtrly Prices, Divs, and Earnings 7 total seats Annual BackData to 1950 Compustat Bank, a customized database on commercial banks Balance sheet, income statement, and cash flow statement data quarterly for 40 quarters and annually to 1950 for North American corporates, including NAICS and other industry coding The OCC requires this data to perform industry-level aggregations of revenue, debt, cash flow, capital expenditures, and other financial measures over a long period of time covering multiple business cycles. In addition, financial comparisons will be made between surviving and failed companies through multiple business cycles. Industries include not only Banking, but all industries that borrow from national commercial banks (essentially all industries). This software This notice of intent is not a request for proposals. Written or telephone requests for a solicitation will not be accepted. A solicitation will not be issued. All information received with 7 calendar days after the date of this notification that contains pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCC. A determination not to compete this proposed action based upon responses to this notice is solely within the discretion of the OCC contracting officer.
