Description
NASA/MSFC has a requirement for the administration of indirect payment to awardees of Marshall Space Flight Center's individual faculty fellowship program. NASA/MSFC intends to purchase the services for the administration from American Society of Engineering Education (ASEE) on a sole source basis. ASEE was awarded a Cooperative Agreement to administer the overall NASA summer faculty research program for all the NASA agencies. The agreement indicated individual centers are responsible for "administration of individual fellowships conducted at their center". The purchase order will pay for the awardees' time and expenses (paid through ASEE), but not for ASEE's participation (which is already covered by the CA). ASEE has managed the overall program for the agencies for more than 20 years and is uniquely qualified to administer the MSFC-awarded fellowships. Selecting another source would require incurrence of significant additional resources and time necessary to duplicate the program activities already completed or underway by ASEE. The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janet Appleton at janet.appleton@nasa.gov no later than 4:30 p.m. CST by June 27, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
