Description
The United States Postal Service (?USPS?) is seeking companies or firms that can furnish, implement, and assist in executing a national roof asset management program. The Postal Service has an estimated 300 million square feet of roofing. USPS is seeking, under the scope of the national roof asset management program, companies that can furnish the repair, restoration, regular inspections, preventive maintenance, housekeeping, performance warranty and leak responsibility activities, which will bring USPS roofing systems to a watertight standard. The USPS program will effectively transfer to the contractor 100% technical responsibility and financial risk regardless of the scope of labor and materials associated with roof upgrades such as repairs, restorations, or section replacements as well as maintenance, for the performance of the entire roofing inventory by way of a performance warranty on these preexisting assets regardless of the roofs? material manufacturer and or installer. Contractor must have an existing comprehensive web based application to manage up to date information pertinent to regular condition assessments, preventive maintenance, and housekeeping as well as the planning of repair, restoration, and replacement activities to support and maintain the USPS Facilities portfolio. This web-based, informational database management software system shall provide both electronic and hardcopy information. NOTE: The contractors? proposal must meet all of the conditions set forth in this solicitation. Proposals NOT meeting all of these requirements of the solicitation will not be considered for an award. Pre-qualification statements will be evaluated first by the Contracting Officer?s evaluation team. Primary factors to be considered are firm?s background, eligibility, certification and affirmation, financial information, area of coverage, emergency response, personnel and procedures for roof diagnostic, performance warranty, performance warranty (leak response) comparable experience, web-based system, and safety. Contractors selected for the pre-qualification list as being qualified will have their Management Plan and Cost Proposal. evaluated. Contractors who do NOT become prequalified will NOT have their Management Plan and Cost Proposal evaluated.
