SOLICITATION: USTDA-05-Q-41-185 Advisory Assistance Services for the USTDA Evaluations Office by an on-site individual contractor is being issued as a RFQ. POC Della Glenn U.S. Trade and Development Agency (USTDA) Email: Contract@ustda.gov Tel: (703) 875-4357, Fax: 703)875-4009 Independent Contractor Opportunity to Perform Research on USTDA Project Activities. The U.S. Trade and Development Agency (USTDA) wishes to announce a competitive small business set-aside for a consultancy opportunity for an individual to assist the USTDA Evaluation Officer in collecting and analyzing project information for a number of USTDA evaluation activities. The Government contemplates award of a Fixed Price contract for Hours worked at a Rate not to exceed $23 per hour for up to 12 month?s work, on-site in USTDA Offices. This announcement constitutes the only solicitation. Original hard copy of your offer is due no later than 4:00 p.m., Eastern Time on June 30, 2006 to Contracting Office, U. S. Trade and Development Agency, 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901. This procurement is a small business set aside with a small business size standard of less than $6M annual sales under NAICS code 561990. Award is limited to U. S. citizens or non-U. S. citizens lawfully admitted for permanent residence in the United States. The Government?s estimate of total cost for this procurement does not exceed $45,000. All contractors must be registered in Central Contractor Registration (www.ccr.gov) in order to receive a contract award. You must be able to obtain a secret clearance, though work may begin with an interim clearance. USTDA reserves the right to conduct in person or telephone interview(s) if deemed necessary. SERVICES AND PRICES: Line Item 1 The U.S. Trade and Development Agency (USTDA) have a need for Independent Contractor for the Evaluations Office to assist in collecting and analyzing project information for a number of USTDA evaluation activities. This work project is designed to comprehensively acquire necessary information on recently completed USTDA projects; to make that information available to staff and to the general public in a useful manner; and to utilize some of the information to complete certain specific evaluations projects. The crucial aspects of the work are: (1) The Independent Contractor for the Evaluations Office shall obtain information from USTDA files (supplemented as necessary by discussion with the regional teams and by calls to private companies) on all new USTDA obligations. This information will be placed in the appropriate place in USTDA?s electronic database (TDAMIS); new records will be created for brand new projects; old records will be revised when there has been a new obligation on an old project. (2) the Independent Contractor for the Evaluations Office will help the evaluations officer determine which USTDA projects have been completed (i.e. projects for which all USTDA-funded activities were carried out). The relevant portions of the database will be updated. In addition, the Independent Contractor for the Evaluations Office shall be required to analyze the newly acquired information from the following perspectives: (1) How many U.S. small companies receive contracts as a result of Agency funding? The newly acquired information will be compared with Agency historical information and the differences and similarities will be described; (2) How USTDA contractors selected? Are contractors selected through competitive or sole source selection procedures? The results from the most recent years will be placed in the context of the agency?s historical information; (3) The USTDA programs of cost sharing and success fee repayments will be assessed. The primary emphasis will be on the most recent information (FY 2005 and FY 2006) but the analysis will include comparisons and contrasts with earlier years. THE OBJECTIVE OF THIS CONTRACT IS TO PROVIDE DAY-TO-DAY SUPPORT NEEDED BY THE OFFICE TO SUCCESSFULLY PERFORM ITS ONGOING EVALUATIONS OPERATIONS OF USTDA PROJECTS. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK: INSPECTION AND ACCEPTANCE. David Denny has been designated as the Contracting Officer?s Technical Representative (COTR) for this requirement. All services are subject to the COTR?s final approval. All work will be inspected and accepted at USTDA Offices, Arlington, VA., and DELIVERIES OR PERFORMANCE: The performance of this contract shall start within two weeks after the effective date of award and completion is expected within one-year from that date. Performance of this contract shall be ON-SITE in USTDA?s Offices, Arlington, VA., or at other locations when work dictates that need. The first four basic assignments have specific deliverables associated with their completion. In addition, other memos will be done depending on workload and the importance of the topics to USTDA. The five categories of deliverables are: 1. Project reports on all FY 2006 and FY 2007 USTDA obligations approved during the time period of this contract. 2. A memo on the subject of USTDA cost sharing and success fee programs and their relationship to the competitive procedures used to select USTDA?s contractors for feasibility studies and technical assistance activities. 3. Updated project reports on USTDA-funded activities completed during the term of this contract. 4. A memo on the subject of how small companies participate in USTDA funded projects. 5. Memos on other topics where the information that is being collected is of immediate interest to USTDA. Such memos will be mutually discussed and agreed to by the evaluations officer and the evaluations analyst. INSTRUCTIONS/CONDITIONS AND NOTICES TO OFFERORS OR RESPONDENTS: The Provision at Federal Acquisition Regulation 52.212-1, Instructions to Offerors-Commercial (available at www.ustda.gov under DM Solicitation forms), applies to this acquisition with the following addition: The individual selected for this work should have knowledge of USTDA and other relevant U.S. Government/NGO/multilateral development programs-Knowledge of and experience in working with USTDA and/or other similar programs in the U.S. government that either promote U.S. commercial interests or host country economic development. Professional experience-Work experience in field related to Economics, International Relations, Financial or Business Analysis. Research & Writing Skills-Candidate?s past experience in doing research and writing reports on their conclusions will be considered. Anyone interested in being considered for this work must submit a resume that describes their educational and professional background; describes their computer proficiency, provide assurances that they will be available in all major time periods (fall/winter and spring/summer); including approximate date they could start work. Submit a short (no more than 3 pages double spaced) paper that demonstrates their writing capability; indicates capability for this kind of research and tells why you are interested in this kind of work. This information should be presented in essay form entitled: ?Why Do I Want This Contract Work? and ?Why I Will Do a Good Job?. Offerors for this contract must submit the contact information for three individuals who can provide references. At least two of the references should be able to comment on your academic background and past work experience, (if any). All submissions for this work must include all the information requested above to be considered. FAR 52.212-2 Evaluation, Commercial Items (available at www.acquisition.gov under FAR), is being used. In selecting the individual for this contract, education and experience are more important than cost considerations. In addition, the contractor shall provide a completed Contractor Employee Biographical Data Sheet, (available at www.ustda.gov under DM Forms).
