- BLANKET PURCHASE AGREEMENTS (BPAs) FOR GATHERING AND TRANSMITTING TV BROADCASTING MATERIAL IN VARIOUS LOCATIONS DOMESTIC AND OVERSEAS. The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Voice of America (VOA), has a requirement for the services of one or more proven experienced firms to gather and transmit television programs from various locations worldwide on an ad hoc, short notice, and quick reaction basis. The estimated dollar amount for all tasks awarded under all BPAs awarded as a result of this Notice is not expected to exceed the simplified acquisition threshold in any single year. The IBB does not guarantee an annual minimum amount. Multiple BPAs may be awarded without discussions. No solicitation package is available. Offerors who wish to be considered for this work shall submit a capabilities package that contains evidence of their ability to provide broadcast quality television signals from various locations around the globe. The Offeror shall describe their equipment (e.g., studio, remote truck, etc) to be used for transmission, firm?s qualifications and availability of their camera crew personnel, and demodulate video and audio equipment and systems will be used to meet task and delivery order requirements. The Offeror shall also describe their capability to provide a standard different than the normal NTSC 525-line; specifically, the conversion (e.g., PAL 625-line to NTSC or SECAM to NTSC). The Offeror shall provide evidence that their broadcast signal has sufficient bandwith for VOA TV Master Control to receive with no digital breakup or flicker. The Offeror shall describe how their signal will be transmitted to VOA?s existing fiber at Verizon AVOC switch, satellite or fiber through SES Americom. VOA intends to award Blanket Purchase Agreements for the above professional broadcast engineering services and related technical support services (to be specified in individual Task/Delivery Orders). Place of Contract Performance ? Originating at various locations throughout the world as programming requirements are identified and terminating at VOA-TV Master Control at 330 Independence Ave, S.W., Washington, D.C. 20237. Any questions related to this proposed acquisition shall be submitted in writing and shall be sent directly and only to the Contracting Officer, Donna Buchan via e-mail at dlbuchan@VOANews.COM. Any questions pertaining to the above request for information shall be submitted within five (5) days of publication of this Notice. The above-required documentation must be submitted to the address shown above via hard copy. Facsimile or e-mail submissions will NOT be acknowledged, evaluated, or considered. All submittals shall be delivered no later than 2:00 PM Eastern Daylight Saving Time, 15 days after publication of this Notice. All responses to this announcement must be in writing. All responsible sources may submit a capabilities statement, which shall be considered by the Agency. This notice is not a RFP.
