Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. RFQ-06-07-47891 is being issued as a Request for Quotation (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09. This solicitation is a 100 percent Small Business Set-Aside. The North American Industry Classification Systems (NAICS) for this acquisition is 321992 and the small business size standard is not to exceed 500 employees. Contract Line Item Number (CLIN) 0001; Quantity 3 each; Contractor shall supply three (3) pre-assembled log structure building kits to be used as log shelters, the kit shall include all logs and hardware required to assemble the shelter. The shelters shall be disassembled and ready for delivery. Roofing, foundation, and delivery are not included in the contract. More detailed specifications and drawings are available upon request from the contracting office at (541) 416-6534 or (541) 416-6662. Offerors shall submit their proposed product showing features, specifications, warranty information, options, and literature for consideration. The pre-assembled structure will be inspected and approved prior to disassembly. Federal Acquisition Regulation (FAR) provision 52.212-1, Instruction to Offerors-Commercial applies to this acquisition. Quotations will be evaluated using the evaluation procedures in FAR Part 13. Quotations will be evaluated to determine the best value to the Government. The following evaluation factors will be used: Past Performance (contractor to submit references including contact name and phone number of previous contracts for similar size structures in the past 3 years), Location of Manufacturer site (within 50 miles of Bend, Oregon), Time for Completion, indicate the number of days from time of award until the three shelters will be ready for delivery. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall submit a completed copy with their quotation. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition. Specifically, the following clauses cited are applicable to this acquisition: 52,219-6, 52,222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, and 52.232-33. Clause 52.212-5 Addenda: 52.204-7 Central Contractor Registration is applicable (CCR) and 52.204-8 Annual Representatives and Certifications is required. (ORCA) Offerors shall submit a written quotation, DUNS Number, descriptive literature as described above, along with the additional information required by FAR Clause 52.212-1 to Ellen Holroyd, Contracting Officer, Ochoco National Forests, 3160 NE 3rd Street, Prineville, OR 97754 by July 12, 2006, 4:30 pm PST.
