Description
The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, NESDIS Acquisition Division (AD) has the requirement to upgrade, enhance, and maintain the Investigation Management System (IMS) for the Department of Commerce, Bureau of Industry and Security. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source, for the upgrade, enhancement, and maintenance of the BIS IMS. The BIS purchased software from ABM America for use as the Investigative Management System in FY02. This software was developed internally by ABM America and is not available from any other source. ABM does not use resellers or authorized technical representatives. The source code used by the IMS application is proprietary and is the sole property of ABM America. The nature of the work required in this acquisition, requires changes to the application source code in order to update the backend database. The acquisition will consist of a one-year base contract with three one-year options and will be accomplished using the procedures outlined in FAR 15. The NAICS code for this acquisition is 541519, size standard $23M. All responsible sources may submit a response, which, if timely received, will be considered by NOAA. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. Capability statements should include detailed technical information and other technical literature demonstrating the ability to meet these requirements. A determination by the Government not to proceed with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be construed as a commitment by the Government to award a contract nor will the Government pay for information solicited. Responses must be received by the point of contact at the NOAA, AGO, NESDIS AD/OFA64, SSMC3, Suite 10100, 1315 East Highway, Silver Spring, MD 20910 no later than 3:00PM Eastern Standard Time, of the response date identified in this notice. Numbered Note 22 applies.
