Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-315 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 611310. The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Services (NMFS) requires a contractor to provide the Ranched Bluefin Tune Economics Study. The tasks are as follows: 1). An assessment of the Atlantic Bluefin Tune market will be developed to determine how the price received by US Atlantic Bluefin Tuna harvesters is influenced by products attributes (i.e. size of fat content), time of the year and supply from competing areas such as Japan, Australia or the EU. 2). A model of an offshore Atlantic Bluefin Tune aquaculture facility based on the capture of wild ABT will be developed. The model will incorporate the demand parameters identified in (1) above, as well as cost and production parameters. It will be used to evaluate profit maximization and/or cost minimization subject to input, output and/or regulatory constraints. The model will explicitly compare the profitability of ABT tuna aquaculture based on harvest of wild stock and closed- loop tuna culture systems. 3). A model of industry dynamics will be developed and parameterized to explore such issues as the potential size and scale of the industry. 4). The above analysis will integrate into a single computer based on model of a wild capture ABT aquaculture operation of Northwestern Atlantic Bluefin tuna. 5).The contractor shall provide copies of all research materials and a draft report. A final report will be submitted by the contractor. 6). Upon completion of the project, a comprehensive report describing the economics of Atlantic Bluefin tuna, an operational computer based model, the software necessary to run the model, and the computer code and any and all data associated with the model will be provided to the contracting office. Period of Performance: The contractor shall perform the specified tasks from the date of award for a period of approximately sixteen months. The resulting purchase order shall be negotiated on a firm fixed basis. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Offers will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-08. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors while relatively equal are listed in order of importance shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representation and Certifications. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quotation addressed to Gina E.
