Description
COMBINED SYNOPSIS/SOLICITATION. This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items as supplemented with the additional information included in this announcement. U.S. Department of Commerce, NOAA, and the National Weather Service (NWS) intends to solicit for purchase of 100 packages (100 ea per package), Punch, Fischer & Porter (F&P)/Belfort Model No. 402B014T60. The F&P Model 402B rain gage uses a paper punch mechanism that is specifically designed to record precipitation events using mechanical dies perforated onto paper tape. The use of any other manufacturer?s paper punch mechanism other than the Belfort Model 402B14T60 will not function correctly in conjunction with the Belfort Model 401B rain gage. The use of another manufacturer?s paper punch mechanism would require a redesign of the existing Belfort Model 402B rain gage and would require extensive field testing a a significant cost to the Government that could not be recovered through competition. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. This item is used to support the NWS spare parts program. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12, Commercial Items. Delivery will be on a FOB Destination Basis. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written RFQ will not be issued. This notice is hereby issued as RFQ No. NWWA1200638368KLC. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-8. The line items shall be provided in accordance with the specifications listed below. The FAR clauses incorporated into this acquisition shall be the following: 52.212-4 Contract Terms and Conditions-Commercial Items (Oct 2004), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Apr 2006) (Sections 5, 14, 15, 16, 17, 18, 19, 20, 23, 26, 31). The FAR provisions incorporated into this acquisition by reference are as follows: 52.212-1 Instructions to Offerors-Commercial Items (Jan 2006) and 52.247-35 F.O.B. Destination, within Consignee?s Premises. Any small business sources are encouraged to respond to this announcement within 15 calendar days after its publication. The Government will award a purchase order resulting from this RFQ to the responsible offeror whose quotation conforming to the RFQ meets or exceeds the RFQ requirements. The Government reserves the right to award without discussion based solely upon the initial proposals. This is firm-fixed price solicitation. The Government shall require delivery to be made within 45 calendar days of the contract award date. Offers must provide the following information: 1) A completed copy of the provisions contained in FAR 52.212-3 Representations and Certifications-Commercial Items; 2) Certification of registration in the Central Contractor Registration (CCR) database; 3) Price quote referencing RFQ No. NWWA1200638368KLC; and 4) Delivery Schedule. Offerors must provide a written acknowledgement that they will comply with the packaging requirements.
