- SOURCES SOUGHT NOTICE. The U.S. Department of Commerce, NOAA intends to solicit for purchase of 60 each, Monitor, Radio Frequency (RF) Power, 10 Watt Maximum, 100 Ohms Minimum, Narda P/N 70069 or 466B-1. The Narda brand RF Power monitors are installed in 168 WSR-88D radar sites. The NWS had an additional source for an equivalent meter, General Microwave P/N N425-838, but is no longer available. The government now has only a single source for RF Power Monitors and spare parts for the RF Power Monitor. The procurement of bolometer elements for the Narda brand RF Power Monitors is required for the spare parts program at the National Logistics Support Center, Kansas City, Missouri. Although the procurement of this specific bolometer element can be competed among suppliers, no part other than Narda part number may be installed in the Narda meter. The unique package size, electrical connection, and material properties of the Narda bolometer assembly make it the only acceptable part for use in a Narda brand RF Power Meter. This particular bolometer element is application specific and is/was designed by Narda for exclusive use in their RF Power Meters. Because the design is the property of Narda, neither the Government nor any other outside entity has access to the specific design features. The bolometer element works in conjunction with the power meter circuitry to accurately measure RF power output of the radar. Each component is mutually reliant upon the other to provide an expected result. Narda will not warranty operation or guarantee performance within specification if specified parts are not used. The NWS conducted a market research to identify a second source of RF Power Monitors, or another source of bolometer elements that would function properly in the Narda monitor. Also, research was conducted on the electronic market to locate any General Microwave RF Power Monitors, but none were found. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12, Commercial Items. Delivery will be on a FOB Destination Basis. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. The company is L3 Communications ? Narda Microwave East, 435 Moreland Road, Hauppauge, NY 11788. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified product. Also include the name, telephone number, and point of contact for businesses or other government agency to which it has previously provided the item. Offerors must provide a written acknowledgement that they will comply with the packaging requirements.
