Description
8(a) SET ASIDE: In accordance with FAR 19.803, the Contracting Officer intends to reserve this acquisition as a full and open competition restricted to 8(a) sources./////// TITLE: Support of Census Software Process Improvement (CSPI)///// DESCRIPTION OF SERVICES: This contract is necessary to support the implementation of software process improvement activities at the U.S. Census Bureau located in Suitland MD. The contractor would be working directly with the Census Software Process Improvement (CSPI) Program, which establishes and maintains a mechanism to facilitate software process improvement and leverage knowledge throughout the US Census Bureau. [The CSPI Program currently utilizes the Software Engineering Institutes (SEIs) Capability Maturity Model Integration (CMMI) v 1.1 framework as the basis for assisting program areas within the US Census Bureau to implement process improvements.] The contractor would be expected to support the key initiatives of the CSPI Program: (1) Provide training and mentoring on the CMMI framework, best practices and process improvement activities for software development (2) Provide customer support to areas requesting assistance in the implementation of the CMMI and/or other software process improvements within their areas (3) Facilitate and support the Census Software Engineering Process Group (C-SEPG); Participate/Coordinate the annual C-SEPG Conference; (4) Create CMMI templates and other work products for the CSPI Program Process Asset Library (PAL); (5) Provide CMMI appraisal consultation and services to Census Bureau customers.
