Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The U.S. Department of Energy (DOE) intends to solicit a proposal and negotiate a sole source contract with Motorola Corporation. The proposed contract will provide radio console equipment, training and warranty/maintenance to the Office of Security and Safety Performance Assurance (SSA). The mission of SSA is to develop strategies and policies governing the protection of national security and other critical assets entrusted to the Department of Energy, and to strengthen the Department???s national security posture through conscientious, just and thoughtful application of Federal rules and statutes governing personnel security to ensure that only individuals whose character, associations and loyalty are granted access to DOE classified information and materials. The work performed under this contract includes the following specific items and tasks: two radio dispatch consoles, systems integration, training and warranty/maintenance. The work on this Motorola contract shall be performed at the DOE facilities, located within the Washington D.C. Metropolitan Area. The vendor will have and maintain a current production line to manufacture all Radio and associated equipment quoted in the bid and guarantee that component part suppliers can meet this requirement. Also, the vendor must have and maintain the capability to manufacture the current equipment listed in their bid or a similar product with enhanced capabilities. Statements of capability must include items identified in this synopsis. Authorized re-sellers are not eligible for this requirement. The current radio infrastructure is comprised entirely of Motorola equipment. All radios and associated equipment use the Motorola format. This acquisition is an upgrade to existing Motorola equipment, it must be 100% compatible with the current equipment. To attempt to adapt another equipment manufacturer???s console into this system would cause countless problems, circuitry adaptations and compromises, and loss of time and service. As mentioned, this acquisition will be with the Motorola Corporation and not with an authorized reseller because of the increased price markup routinely associated with the third party company. The radio consoles must be programmed and staged at a Motorola facility and programmed uniquely for the Department of Energy. Because of this unique programming requirement, a third party vendor or reseller could not obtain a quantity discount. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. Motorola has the requisite equipment to supply the DOE with the essential equipment, training and warranty/maintenance. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm???s ability to provide the items described above. Statements of capability must include all line items identified in this synopsis. Authorized re-sellers and distributors are not eligible for this requirement. Interested parties may submit a proposal and rationale as to why they should be considered within fifteen (15) days of this notice via the Department of Energy "Industry Interactive Procurement Systems" (IIPS) at the following Internet address http://doe-iips.pr.doe.gov/. Vendors must register via the IIPS web site prior to responding to this market survey. A determination by the Government not to proceed with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
