Description
The period for questions for the combined synopsis/solicitation, 2006-Q-08549.A has been closed. The proposals are due June 26, 2006 not later than 9:00 a.m. EST. Below are responses to questions pertaining to this solicitation. 1. Will the contractor be expected to provide drafts of the report, the template table, or the comprehensive table for review or approval prior to delivery? Yes. 2. Is the contractor expected to provide publication-quality graphic design and layout of the report and table? No. Although the report should be suitable for publication, it is not necessary to provide publication-quality graphic design and layout. 3. What is the expected length of the final comprehensive report? It is difficult to assign a specific number of pages -- or even a range -- for the report, because the report length will be determined entirely by the findings of the review. The report will be expected to describe the current legal environment for PCRS by synthesizing and interpreting the results of the comprehensive table, providing examples of common and exceptional legal requirements, analyzing how the requirements might affect implementation and operation of PCRS programs, assessing legal obstacles to PCRS, and identifying possible ways in which these obstacles might be addressed. The report will need to be of sufficient length to accomplish these objectives. 4. Who is the intended audience for the table and/or final report? CDC leadership and management staff. CDC staff who are developing new guidelines for HIV partner counseling and referral services. PCRS program managers in state and local health departments. 5. In the analysis of how provisions in the law may affect the implementation of PCRS for the final report, is the contractor expected to provide only qualitative legal analyses or is any type of quantitative analysis to link the legal information and the implementation of PCRS by health departments also desired? The primary expectation is that this section would provide a qualitative description of how laws, regulations, and administrative policies might affect implementation of PCRS; however, it would also be desirable to quantify the number of areas in which various effects might be experienced, so as to give a sense of how great the impact might be. 6. In the Instructions to Bidders, page limits are specified for the Technical Approach and the Similar Experience sections but not for the Staffing and Management section. Is there a page limit for the Staffing and Management section and, if so, what is the limit? There is no specific page limit for the Staffing and Management section. 7. In the Budget instructions, the solicitation indicates to prepare the budget using the "attached template;" however a template was not attached to the solicitation, would CDC please make the template available to bidders? The format template is located at the end of the questions. 8. In the Description for the Combined Solicitation, it indicates that "The services will be performed at the Corporate Square Campus....;" however, in the Statement of Work, Section D "Period of Performance/Delivery Schedule," it indicates that the contractor is to participate in an initial conference call and regular conference calls to review the work plan and progress. Would the Government please clarify whether they are looking for a contractor to place staff on site at Corporate Square and, if so, for what percentage of time/level of effort or whether the staff could be physically located elsewhere (in the Atlanta area or otherwise) and communicate with CDC via conference call, electronic mail, and other means. There is no need for the contractor to place staff on site at CDC. The work can be done elsewhere, as long as there is regular communication with CDC project staff via conference call, electronic mail, or other means.
