Description
The Centers for Disease Control and Prevention (CDC) intends to award a sole source indefinite delivery/indefinite quantity (IDIQ) contract to the United nations Children?s Fund (UNICEF), New York, NY, under statutory authority 41 U.S.C. 253(c)(1) and FAR 6.302.-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? The performance period of the contract shall not exceed 60 months after date of award. The projected award date is August 31, 2006. The purpose of this contract is to procure a broad range of technical and educational services to support the United Nations mandated PMTCT program. As a primary health leader in the US and overseas, the CDC has joined with UNICEF and host nations to provide services and education to support PMTCT. UNICEF is the only known source with the capacity to mobilize the resources to perform the required support tasks on a global scale. No other source has the international leverage, capacity, and influence regarding the worldwide health and well-being of children and youth. There is no other known source with UNICEF?s unique ability to liaison with the nations most impacted by PMTCT and to quickly establish effective programs for PMTCT. UNICEF is the only source specifically mandated by the United Nations as the global advocate for children and youth. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on the responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors responding to this notice must provide a statement of capability with phone number, fax number, email address, business size, taxpayer identification number, DUNS number, and cage code not later than 2:00 PM EDT ten days after the date of this notice.
