- The Centers for Disease Control and Prevention (CDC) intends to award a sole source indefinite delivery/indefinite quantity (IDIQ) contract to the World Health Organization (WHO), Geneva, Switzerland, under statutory authority 41 U.S.C. 253(c)(1) and FAR 6.302-1, 301, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? The performance period of the contract shall not exceed 60 months after date of award. The projected award date is August 31, 2006. The purpose of this contract is to provide a broad range of technical and educational services to support the interventions, goals, and objectives established for the international community by the United Nations. This award will also support the US Global AIDS Initiative and the President's Emergency Plan for AIDS Relief (PEPFAR). The specific tools, procedures, and systems that must be used to provide this support were developed by the WHO under its United Nations mandated mission of worldwide prevention of HIV/AIDS. The WHO is the only source that possesses these tools and the necessary experience with the tools to provide the immediate and continuing support to combat the global HIV/AIDS pandemic. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on the responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors responding to this notice must provide a statement of capability with phone number, fax number, email address, business size, taxpayer identification number, DUNS number, and cage code not later than 2:00 PM EDT ten days after the date of this notice.
