Description
The Food and Drug Administration (FDA) intends to award a contract on a sole-source basis to the University of Washington. The main objective of this contract is to develop unique surface chemistries for Surface Plasmon Resonance (SPR) instrument micro-chips that will capture and present specific foodborne pathogens and toxins for SPR detection, and to perform multi-laboratory validation studies to demonstrate the reproducibility, accuracy and robustness of pathogen and toxin detection protocols in food. This contract will result in a five year IDIQ type contract with task orders. The objectives of the task orders include but are not limited to: (1) Develop and finalize SPR micro-chip surface chemistries for antibody-based capture and detection of small target analytes using the marine biotoxin tetrodotoxin (TTX) as the model analyte. (2)Demonstrate the enhanced performance of improved SPR surface chemistries for antibody-based capture and detection of the marine biotoxin tetrodotoxin (TTX) using a model detection protocol that demonstrates before-and-after improvements in detection performance. (3) Develop and finalize SPR micro-chip surface chemistries for antibody-based and/or DNA homology based capture and detection of the foodborne bacteria, viruses or toxins. The example analytes to be used should specifically include, a toxin, a virus (bird flu virus / norovirus / calici virus / rotavirus or comparable virus that causes foodborne illness), and/or a bacterium (E. coli OH157:H7 / Clostridium spp. / Shigella spp. / or similar bacterium that causes acute bacterial diarrhea or food poisoning). (4) Participate in a Multi-laboratory comparison of SPR methodology for the purpose of validating the reproducibility, accuracy and robustness of pathogen and toxin detection protocols in food. The proposed contract action is for R&D services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Respondents will not be notified of the Government?s determination. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
