Description
Request for Information (RFI). This RFI is being conducted to support Preliminary Planning and Market Research requirements in accordance with OMB Circular A76, dated 29 May 2003. It solicits information from DoD, other government agencies and commercial companies who are capable of providing the services described by the following description. The contractor is responsible for the security and management control of the Defense Red Switch Network (DRSN) Switching Systems at Shaw Air Force Base, SC. On-site support includes scheduled, unscheduled, preventive, and corrective maintenance of all installed circuits. Services shall include organizational level maintenance (O&M), operations and supply requirements (O&M support) for installed Electrospace Systems Incorporated (ESI) Secure Digital Switch (SDS), and the non-secure Siemens HiPath Dispatch System 4000 (Siemens Digital Switch). The switches are defined as the SDS-1 Secure Digital Switch product line consisting of the Remote Switching Unit (RSU-1), the Digital Small Switch Version 2 (DSS-2A) hereafter referred to as Command and Control Switching System (CCSS) and the non-secure Siemens HiPath Dispatch System 4000. RSU-1 and DSS-2A configurations are also referred to as Raytheon switches. CCSS shall include all hardware, software and firmware. The contractor shall provide all personnel and supervision for operations during normal duty hours 0730-1630. The contractor shall provide qualified personnel to respond to trouble calls 24Hrs/Day, 7-Days/Week. The contractor shall provide maintenance on prescribed switching equipment in accordance with standard commercial practices and all required troubleshooting and fault isolation on the systems. The contractor shall be responsible for all equipment connected to the switch and switch peripherals up to the demarcation point to include all wiring, trunks, and communication equipment associated with the SDS-1 Secure Digital Switch product line. The contractor shall also be responsible for troubleshooting STEs/STUs to the customer demarcation point. The contractor shall be responsible for database management that will include authorized database changes as required by Defense Information System Agency (DISA). The contractor shall perform all authorized modifications, printing, purging, network routing, numbering, precedence levels, security access levels (SALs), calling area authorizations, alarm classifications, and systems tape backup. Structure of Submissions Respondents should include: 1. Company name, address, point of contact (POC), telephone, e-mail address, company size (small, large business). If small business concern, indicate type (8a, small disadvantaged business, HUBZone, minority owned, veteran owned, etc. 2. A statement demonstrating your company?s capability to perform the requirement. 3. Any past performance information similar in scope and/or complexity including a description, dollar amount, period of performance, contracting activity POC and phone number. 4. A statement indicating whether or not your company would be interested in participating in this requirement should it be announced as an official A76 cost study. Note: Please limit responses to a total of 7 pages. Approval to conduct an A76 study at Shaw AFB for Red Switch, as detailed above, has not been requested as of this date. This is not a Request for Proposal and in no way obligates the Government to announce a cost study or award a contract. Requests for a solicitation will not receive a response. The Government will not reimburse any concern for any information submitted in response to this request. Participation is voluntary. Do not respond by telephone or facsimile; only e-mail responses will be evaluated as part of this market research effort. If an announcement is made for a cost study at Shaw AFB, further market research will be conducted on acquisition strategy, contract type, contract length, small business set asides, etc.
