Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THIS ANNOUNCEMENT IS A CLARIFICATION OF A NOTICE POSTED ON 7 JUNE 2006 WITH A CLOSING DATE OF 20 JUNE 2006, REFERENCED AS SOLICITATION NUMBER C5LAIRCM. THIS IS NOT A NOTICE OF RFP ISSUANCE. ALL SOURCES CAPABLE OF PROVIDING THE REQUIRED SUPPLIES ARE BEING SOUGHT. The C-5 Systems Group (C5SG) is conducting market research to seek qualified sources capable of producing installation kits and installing the Large Aircraft Infrared Countermeasure (LAIRCM) on C-5 aircraft. A production and installation contract will be awarded in April 2007 for the purpose of fielding LAIRCM modified C-5 systems beginning in FY08. The planned contract will contain annual options for kit manufacture from FY07 thru FY09 for 5, 6, and 10 Group A kits respectively. Annual options for 5, 6, and 10 Group A and B kit installations will be established for FY08 thru FY10. Group B will be furnished by the Government. The Government will not possess data or reprocurement drawings for Group A; therefore it is contemplated that the prospective Group A manufacturer will be required to obtain necessary manufacturing data from Lockheed Martin Integrated Systems, who is currently on contract (F09603-01-D-0207-0115) to develop the initial Group A kit and install Group A and B in the first aircraft. Lockheed Martin is scheduled to complete this contract effort in December 2007. An installation Time Compliance Technical Order (TCTO) will be available in December 2007. The government is contemplating assuming organic installation beginning in FY09 in lieu of exercising the FY09 and FY10 installation options of this proposed contract. The installation contractor must assume responsibility for LAIRCM system integration into the C-5 aircraft configured with Avionics Modernization Program (AMP) without degrading aircraft or LAIRCM system performance. The government will not pay for any information submitted in response to this request. Interested businesses are required to submit their statement of interest and capabilities to LaToya Brown.
