SOURCES SOUGHT SYNOPSIS 21 JUN 2005 07 JUL 2006 OC-ALC 748th CBSG/PKA Contracting Office at Tinker AFB, OK is seeking sources to provide training and qualification certification of the ability of the OC-ALC Depot Maintenance organization to perform Repairs 2 and 4 to F108 High Pressure Turbine Blades. These repairs are in accordance with the CFM56-2B Engine Repairs. Repair 2 is for Full Repair R? 125 for HPT Blade. Repair 4 is for Full Repair (DSR80H Material) HPT Blade. The purpose of this Sources Sought Synopsis is to determine if there are any businesses available who are capable of performing this effort. The estimated period of performance for this acquisition will be base year plus 4 option years. The Government will use the information gathered from this Sources Sought Synopsis to develop their source list. This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of market research being conducted by the Air Force to identify capable potential sources. Contractors responding to this Sources Sought Synopsis shall submit the following information to: Billie Kindschuh, email: Billie.Kindschuh@tinker.af.mil, by 3:00 PM (EST) on 14 July 2006. This effort includes training in HPT blade sweat weld and tip repair. Over the shoulder assistance is required to certify maintenance personnel as qualified in these repairs. OC-ALC is seeking a vendor able to provide a technology transfer, training and the qualification of the process. The end item will be the certificate of OC-ALC maintenance personnel. Required Information: The focus of this Sources Sought Synopsis is to provide training, technology transfer, qualifying and certification of maintenance personnel in these F108 repairs. The contractor?s submittal shall be no more than fifteen (15) pages, single-spaced and one sided. The contractor?s submittal can also contain up to an additional five (5) pages of graphic material as necessary. The page limitation does not include the cover letter. Contractors responding to this Sources Sought Synopsis shall submit the following information: 1. The contractor shall provide documentation showing that they have had experience within the last three (3) years in performing the repairs per the CFMI Service Bulletins and is licensed by the OEM to perform these repairs. The contractor shall provide documentation that the required technology is available to substantiate and qualify OC-ALC personnel. 2. The contractor shall describe their approach and ability to provide capabilities and knowledge to support OC-ALC maintenance personnel with over the shoulder training, assistance, and tooling. 3. The contractor shall describe their experience, understanding and ability to meet these requirements. 4. Provide company?s business size status (i.e., large business, small business, very small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone small business, veteran-owned small business or service-disabled veteran-owned small business). In addition, indicate whether you are a U.S. or foreign owned firm. 5. Provide current customers POC, addresses, phone number, service(s) provided. Any information submitted by respondents to this synopsis strictly voluntary. The Government will not reimburse the respondents for any costs associated with their responses. This synopsis does not constitute a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided.
