- Description This is a synopsis of the Pre-Solicitation Notice for a commercial service. This announcement constitutes the synopsis only. A written solicitation will be available on this web site on or about 5 July 2006. However, maps will be unavailable via this web site and will require a written/email request from each interested party. This procurement is a 100% set aside for Small Business Contractors with relevant experience. The solicitation document, which will be available on this web site, will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation. This will be a best value procurement utilizing Performance Price Tradeoff processes, where past performance is approximately equal to price when being evaluated. The NAICS Code for this project is 562212 with a size standard of $11.5 million dollars. MacDill AFB is permitted by the Environmental Protection Commission of Hillsborough County (EPCHC) to operate a 1.2 million gallons per day (MGD) domestic wastewater treatment plant (WWTP). The WWTP uses an activated sludge process to treat the wastewater so that it meets water quality standards for irrigation. This process produces biosolids that must be removed from the WWTP and disposed off base. MacDill AFB treats the biosolids at the WWTP in two 180,000 gallon aerobic digesters to Class B standards prior to removal and off-base disposal. MacDill AFB requires the services of an independent contractor to remove the treated biosolids from the WWTP. The contractor shall follow all applicable environmental regulations. The Period of Performance is anticipated to begin 01 Oct 2006 through 30 Sep 2007 for the basic period plus four one year option periods. All interested parties must be registered with the Central Contracting Registration (C(R) as prescribed in DFAS 252.204-7004. CCR can be obtained by accessing the Internet at http://www.ecr.gov or by calling 1-888-227-2423. CCR must be obtained before award can be made. Additionally, the successful offeror will be required to submit invoices using Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA). Information regarding WAWF-RA is available on the Internet at https://wawf.eb.mil. In accordance with FAR 5.102(d), availability of the solicitation will be limited to electronic medium.
