Description

This synopsis is an amendment to the previous notice. The Army Contracting Agency, Southern Region Contracting Center-East intends to solicit offerors in response to the competition for the initial ordering period on the FIRST Multiple Award Indefinite Delivery, Indefinite Quantity contracts which will be exe cuted through the use of two separate Request for Proposals (RFPs), W911SE-06-R-0012 which is a 100% set-aside for Small Business (referred to as the restricted suite) and W911SE-06-R-0013 which is solicited on a full and open competition basis (referred t o as the unrestricted suite). Both RFPs will provide Continental United States (CONUS) and Overseas Continental United States (OCONUS) logistic support services. Resultant contracts shall require performance in the following task areas: Task Area 1  Lo gistics Program Management and Operations; Task Area 2  Logistics Quality Assurance Support; Task Area 3  Logistics Information/Technology Support; Task Area 4  Logistics Training Support; Task Area 5  Logistics Army Transformation Logistics Support; T ask Area 6  Logistics Program Support; Task Area 7  Logistics Transportation/Supply Support; Task Area 8  Logistics Parts Support  Sets, Kits and Outfits; Task Area 9  Support to Directorates of Installation/Logistics Management Agency, which includes support for individual functional areas, collection of functional areas and/or comprehensive DOL support; Task Area 10  Logistics/Maintenance  All Other Organizations; Task Area 11  Comprehensive Support for Centrally Managed Programs and Task Area 12  Command Wide Logistics Enterprise System Program Support. The task areas described above are divided between the two solicitations as follows: W911SE-06-R-0012 includes Task Areas 1, 3, 7, 9 and 10 for requirements that are less than $5M annually. Also includes Task Areas 2, 4, 5, 6 and 8 for all requirements r egardless of dollar amount. W911SE-06-R-0013 include Task Areas 1, 3, 7, 9 and 10 for requirements that are greater than $5M annually. Competition defined in FAR 16.505 (b) as the provisions of fair opportunity at the task order (TO) level, will occur in one suite or the other. Competition will not occur between the suites. The Task Order Contracting Officer will determine which suite the requirement will be competed under. Services that are currently performed under an 8(a) set-aside, Hubzone set-asid e or a Service Disabled-Veteran Owned set-aside may not be obtained under the scope of work and resulted contracts unless the Small Business Association (SBA) has released the requirement from the Program and dissolved the specific set aside. The North American Industrial Classification System (NAICS) code for this acquisition is 561210; the Small Business Size Standard is $32.5 million. The anticipated solicitation release date will be on or about 23 June 2006. The resultant contracts will a warded as Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts for a base period of five years and two one-year option periods utilizing Firm Fixed Price, Labor hour, Time and Materials and Cost Plus Fixed Fee Task Orders.
