- The Army Contracting Agency, Contracting Center of Excellence formally (Defense Contracting Command-Washington), on behalf of Assistant Secretary of the Army (Manpower & Reserve Affairs) (M&RA), expects to issue a Request for Proposal (RFP) to suppor t the M&RA requirement summarized below. This is a pre-solicitation notice. An amendment to this notice will posted announcing when the solicitation is released. Solicitation will be available on or about 27 Jun 2006. This is a 100% Small Business set asi de, NAICS code is 541612, size standard is $6.5M. The requirement will made under FAR Part 12, Commercial Item. The contractor shall provide support to Assistant Secretary of the Army (Manpower & Reserve Affairs) (M&RA), for Executive Search Consulting Services. The contractor shall confidentially counsel the Army in the hiring of the Marketing Research Director. The contractor shall tailor an executive search ranging from assisting the Army in the screening and interviewing of candidates, to final selection and compensatory negotiation. The contractor will assist in determining the criteria that all candidates m ust possess in order for the Army to achieve its goals. The period of performance will be a base period of 12 months with two one-year options. Performance shall be principally at the contractors facility with some visits to the Pentagon.
