Description
The United States Army Corps of Engineers, Philadelphia District intends to initiate a negotiated procurement to acquire one newly constructed inland river style deck barge to be operated by the USACE, Rock Island District. The applicable NAICS code is 336611 with a size standard of 1000 employees. The barge will be used as a floating platform for a crawler crane which will be provided and installed by the Government at a later date. The vessel shall be of all-welded steel construction, and shall be d esigned, built, and classed to American Bureau of Shipping rules for Steel Vessels on Rivers and Intracoastal Waterways. The dimensions of the barge are as follows: Length: 150-0, Beam: 59-6, Depth (at CL): 120 (flat bottom, no dead rise), Depth (at side): 12-0 (flat deck, no camber), Design Draft: 6-0 (maximum draft for crawler crane load handling). The completed vessel shall be delivered to the Government in accordance with the offerors accepted schedule. The acquisition will be a negotiated, best-value procurement performed using the Contracting by Negotiation procurement process prescribed in Part 15 of the Federal Acquisition Regulations. Proposals will be reviewed for completeness in satisfying the requ irements of the Request for Proposal. The proposals will be evaluated on their merit based on the following factors: Technical Factors: Product, Management, Past Performance and Experience Price Factors: Price Reasonableness, Price Realism The technical factors, as a whole, are more important than price. However, price remains a significant factor in determining the best value. Award of a contract will be made to the responsible offeror whose proposal, conforming to the requirements of the solicitation will be most advantageous to the Government, price and other factors considered. Initial price proposals must be submitted along with initial technical proposals to the Contracting Officer in accordance with the requirements of Section L-Pr oposal Requirements and Evaluation Criteria of the RFP. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms. RFP No. W912BU-06-R-0020 will be available on or about 14 July 2006 and proposals are due August 17, 2006, 4:00 p.m., local time. The official media of distribution for the RFP is the web. Hard copies will not be available. Interested firms must be r egistered on the FedTeds website in order to access the solicitation. All amendments to the RFP will be posted on Fedbizopps and FedTeds, but contractors should monitor these sites for any amendments. Warranty of supplies/services, and liquidated damages will apply. Liquidated damages will be specified. All contractors are required to be registered in the DoDs Central Contract Registry before award, as required by DFARS 204.7300.
