Description
An Industry Conference on the U.S. Army Space and Missile Defense Command/U.S. Army Forces Strategic Command (USASMDC/ARSTRAT) Systems Engineering and Technical Assistance Contract (SETAC) is scheduled for Wednesday, 19 July 2006. Conference will be from 8:00AM to 12:00PM CST (NOTE: Registration begins at 0800 with conference starting at 0900). The conference will take place at the Four Points Sheraton, Huntsville Airport, 1000 Glenn Hearn Blvd, Huntsville, AL 35824 (phone number 256-772-9661). Co nference attendees can park in the Four Points Sheraton parking lot and have their ticket validated at the front desk. Conference attendance will be by electronic registration only and will be available at the following website NLT 16 June 2006: http://ww w.smdc.army.mil/Contracts/SETAC07.html Registration will be available through July 17, 2006. The Government is not liable for any expenses incurred by an attendee or eventual offeror in order to attend this conference. This conference is not open to par ticipation for foreign firms at either the prime or subcontract level. The conference will address technical requirements, contractual and business-related issues, as well as information on the acquisition strategy and the schedule. Interested parties ma y also submit questions/issues you would like to have addressed at the conference to Pam Willis by email (pamela.willis@smdc.army.mil) no later than 30 June 2006. Correspondence should reference SETAC RFP number W9113M-06-R-0012. The contractor will be expected to provide non-personal services for systems engineering and technical assistance in support of the Mission and Function Statements for the US Army Space and Missile Defense Command, Huntsville and Washington DC; Program Exe cutive Office  Missile and Space; and Other Government Agencies related to air, space, and/or missile defense. This support is both broad ranging and ever changing. The current SETAC scope of work (SOW) has seven (7) functional areas: (1) Requirements Definition, Integration, and Planning; (2) Technology Development, System Development, Assessment, and Validation; (3) Threat Estimation/Projections; (4) Weapons Lethality and Effects Estimation; (5) Modeling, Simulation and Interfacing; (6) Program/Projec t Analysis, Evaluation, Experimentation, and Support; and (7) Production and Fielding Support. The follow-on acquisition is anticipated to have the same or similar functional areas as well as possible additional functional areas including Warfighter Suppor t and Homeland Defense Support. The anticipated competition will allow for seven (7) Full and Open Awards: 2 Reserved for Woman-Owned Small Business; 1 Reserved for Service Disabled Veteran-Owned Small Business; 1 Reserved for 8(a) Business; 2 Reserved fo r Small Business; and 1 Full and Open without Reservation. This acquisition will result in multiple-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with identical SOWs and numbers of Direct Productive Person-Hours (DPPHs). The contracts w ill consist of fixed-price labor categories and cost reimbursable travel and materials line items. Period of performance for this acquisition will be a five (5)-year Basic and anticipates the potential of an additional five (5) one (1)-year options. It i s anticipated that the requirements will be executed via task orders issued, based on actual customer requirements. The resultant contract will contain an organizational conflict of interest (OCI) clause that could limit a successful proposer from participating in any other SMDC contracts. To the greatest extent possible, while still protecting the Governments interest s, the OCI clause will be applied only for the supported technology areas of the contractors actual performance. The NAICS code for this small business set-aside competition is 541710/1000 employees. This acquisition will not be open to participation by foreign firms at either the prime or subcontract level.
